"...why would they give us 30 days to load up?"
Nothing changes for HISC. It doesn't matter who owns shares at the date of record all current HISC shares receive a dividend at a rate of 1 for 50. Even shares HISC buys back get the dividend.

Future forecast: Look back at this around July. HISC PPS drops from now until May 30. New company opens at .50 a share and within a week drops under .10. After May 30, HISC rebounds to the .06 range and hangs there. Eventually new company rebounds to .25-.30 range by 2007. Possibly look for a R/S after the new company comes out to boost HISC PPS.
Let's see how far this is off in January.

ASHEVILLE, NC, Apr 19, 2006 (MARKET WIRE via COMTEX) -- Homeland Integrated Security Systems (OTC: HISC) was one of approximately 270 companies from across the world chosen to exhibit in the Sixth International Special Operations Exhibition and Conference (SOFEX 2006) held in Amman, Jordan. SOFEX 2006 was the second largest defense exhibition to be held within the Middle East and North Africa. It is considered one of the world's most comprehensive exhibitions focusing on special operations and homeland security. SOFEX 2006 was held March 27-30. Homeland Integrated Security Systems' Cyber Tracker was among the products featured.
"The features of the Cyber Tracker make it an extremely valuable security tool for nations and governments around the world," said Frank Moody, CEO of Homeland Integrated Security Systems. "The opportunity to present it to the decision-makers in the military and security fields is extremely important as we continue to explore potential uses for the Cyber Tracker."
The Cyber Tracker, a wireless GPS/Data device, is the first location-based device with the ability to run data and voice at the same time. Traditional devices running data applications are not able to provide voice conversations simultaneously. The Cyber Tracker incorporates a single board design with the Motorola io200 modem, the Intel X scale processor, an extended battery life along with exclusive Cyber Tracker technology. This allows the unit to work as a portable processing device, creating a product with no boundaries or wires at a reasonable cost. The Cyber Tracker's convenient rugged design (5" x 5" x 1") makes it applicable in a variety of situations where it is necessary to know the exact location of a person, vehicle or other object.
Ian Riley, Chief Technical Officer for Homeland Integrated Security Systems, headed the company team that attended SOFEX.
About SOFEX

Now that the cat is out of the bag, I would expect the companies PR when it is announced to have little to any affect on the stock price. Meaning, I would expect to see a sell off coming from both HISC and their new ticker from the EVSI shell. The reason I see this happening is two fold:
1) The MM's have this stock shorted at over 200 million shares! I would expect that shorting to increase as more investors become confused at why HISC opted to stay on the pinks vs going under the new BB symbol.
2) The new symbol will have a reverse split to get it near .50 cents. Those getting in for the free shares will want to cash out immediately on day one. Meaning, many will be tripping over one another to take their money and run as the new company will have little assets to begin with.
What translates here are the original big holders and many of the long investors looking to another Homeland Security Company with better leadership. With that comes what I believe added interest in HMSC as McMillen will give his investors a better value and multiple government contracts and contacts that HISC has not been able to deliver.

I believe the R/S will be on EVSI shares before HISC takes over. The reason would be to make the existing outstanding shares in EVSI fewer (less baggage) before issueing the new shares to Actsoft and HISS.

Yeah, that would make more sense. I just wish HISC would have gone under one symbol and put themselves under that BB listing.

Doesnt make much sense, does it? Probably would have been better for HISC to go NASDAQ on it's own. Oh, well, another penny stock, what can you expect.

HISS is HISC
HISS stands for Homeland Integrated Security Systems.
HISC is the ticker symbol.
HISS basically purchased EVSI which is now a shell. As for how they are doing that, I have no clue as they were already hurting for money. My guess is they had to put aside the management payroll to make the deal. As for why they did not just go under the new BB is what does not make sense. Then on top of that, I am sure HISC will reapply for an uplisting now that ActSoft is under the new ticker. Personally, I think something was shady with ActSoft finances and that is why HISS did not want to expose that back when the SEC requested them to give them an audit of ActSoft if they wanted to be uplisted. Funny thing is, HISS pulled the plug on that idea and went the shell route instead. Still it looks like they want to distance themselves from one another though they are under the same umbrella.

Implant Gets More China Orders; Sniffex, in the Mid East
Apr 19, 2006 (Terror Response Technology Report/Access Intelligence via COMTEX) -- Implant Sciences [IMX], which has been quiet on the order front so far this year for its Quantum Sniffer explosives detection units, has received a purchase order from its distributor in China for 20 handheld devices to be used by security police, explosives ordnance disposal specialists and other provincial law enforcement agencies. The Chinese distributor had previously ordered 123 units, which except for two, have been delivered. The latest order is the first since Homeland Integrated Security Systems [HISC] ordered 50 handheld units in December (TR2, Dec. 14, 2005). Anthony Armini, Implant's CEO, notes that orders in the explosives detection business are "lumpy." He also says that a lighter weight version of the handheld device is almost finished and could be ready for sale in Implant's next quarter beginning in July. Separately Sniffex [SNFX] has received a new order for 30 of its Sniffex handheld explosives and weapons detection devices from AZARCO, its distributor in the Middle East. The units will be sold to government agencies, hotels and private individuals. AZARCO believes that its new order is the beginning of a "dramatic" increase in the number of orders in the region.

About **********
WWW.********** is a service designed to help bonafide shareholders of publicly traded US companies fight naked short selling. Naked short selling is the illegal act of short selling a stock when no affirmative determination has been made to locate shares of the stock to hypothecate in connection with the short sale. ********** has built a proprietary database that uses Threshold list feeds from NASDAQ, AMEX and NYSE to generate detailed and useful information to combat the naked short selling problem. For the first time, actual trade by trade data is available to the public that shows the attempted size, actual size, price and average value of short sales in stocks that have been shorted and naked shorted. This information is valuable in determining the precise point at which short sellers go out-of-the-money and start losing on their short and naked short trades.
********** has built a massive database that collects, analyzes and publishes a proprietary SqueezeTrigger for each stock that has been shorted. The SqueezeTrigger database of nearly 700,000,000 short sale transactions goes back to January 1, 2005 and calculates the exact price at which the Total Short Interest is short in each stock. This data was never before available prior to January 1, 2005 because the Self Regulatory Organizations (primary exchanges) guarded it aggressively. After the SEC passed Regulation SHO, exchanges were forced to allow data processors like ********** to access the data.
The SqueezeTrigger database collects individual short trade data on over 7,000 NYSE, AMEX and NASDAQ stocks and general short trade data on nearly 8,000 OTCBB and PINKSHEET stocks. Each month the database grows by approximately 50,000,000 short sale transactions and provides investors with the knowledge necessary to time when to buy and sell stocks with outstanding short positions. By tracking the size and price of each month's short transactions, ********** provides institutions, traders, analysts, journalists and individual investors the exact price point where short sellers start losing money and a short squeeze can begin.

Why doesnt somebody investigate and arrest these SOBs, and put an end to illegal short selling? It appears the government agencies that are supposed to be watching this type of thing are not doing a very good job. We all need to contact our representatives and get this out in the open, before these short sellers can ruin more good companies.

Homeland Integrated Security Systems Conducts Successful GSM Cyber Tracker Testing in Europe Market Wire
ASHEVILLE, NC -- (MARKET WIRE) -- 04/24/06 -- Homeland Integrated Security Systems (OTC: HISC) has successfully conducted the first GSM testing of its revolutionary Cyber Tracker in the United Kingdom and France. In a first-of-its-kind test earlier this month, the Cyber Tracker was placed on the Eurostar, the high-speed passenger train service that links the UK with France and Belgium. While on the Eurostar, the Cyber Tracker was tracked at speeds up to 200 miles per hour, the fastest conditions the device has ever been tested under. The GSM version is the second version of the Cyber Tracker.
"The significance of this test was not only to demonstrate the fact that our GSM version of the Cyber Tracker will operate in Europe, but to show its capabilities at high speeds," said Frank Moody, CEO of Homeland Integrated Security Systems. "It also demonstrated the fact that the Cyber Tracker does not need full line-of-sight in order to perform its GPS tracking capabilities. At some times during the test, it was actually inside the Channel Tunnel."
The Cyber Tracker is currently the only portable, low-cost device that supports Push to Talk, tracking and computer functions without utilizing a cellular phone. The Cyber Tracker incorporates a single board design with the Motorola iO200 modem, the Intel X scale processor, and extended battery life along with exclusive Cyber Tracker technology. Summer Deadliest Time of Year for Teen Drivers; Cyber Tracker Can Offer Peace of Mind for Parents
GPS Device Can Monitor Teen Drivers' Speed, Alert Parents
ASHEVILLE, NC -- (MARKET WIRE) -- 05/05/06 -- Homeland Integrated Security Systems (OTC: HISC) is encouraging parents of teenage drivers to use the latest GPS technology such as its GPS Cyber Tracker to ensure the safety of young drivers. Traffic crashes are the leading cause of death for teens and young adults. More than 5,000 young people die every year in car crashes and thousands more are injured. Drivers who are 16 years old are more than 20 times as likely to have a crash as are other drivers. State and local laws, safe driving programs, and driver's education classes all help keep teens safe on the roads. Parents can also play an important role in keeping young drivers safe.
Summer months are often the most dangerous. For example, California authorities say more teen drivers will be killed in car crashes between May and August than any other time of the year. Officials cite a number of factors, including overconfident driving and speed.
The Cyber Tracker lets parents of teen drivers know how fast they are driving, know where they are and provide a means of communications if they see their teen driving dangerously.
The Cyber Tracker is currently the only portable, low cost device that supports Push to Talk, tracking and computer functions without utilizing a cellular phone. The Cyber Tracker's convenient rugged design (5" x 5" x 1") makes it applicable in a variety of situations where it is necessary to know the exact location of a person or object.
For parents of teen drivers, that means they can constantly monitor their teens' location, speed and can also see everywhere they have been over several days. If they see something that concerns them, the Push to Talk feature allows them to talk to the teen.
"One of the biggest fears of parents of teen drivers is that their son or daughter may be speeding, or in an area where they shouldn't be," said Frank Moody, CEO of Homeland Integrated Security Systems. "The Cyber Tracker gives the parents peace of mind, as well as a way to communicate with their teen driver if they are concerned or see excessive speeds."
With the geo-fencing technology, parents can designate areas that are restricted or off limits. If a vehicle carrying the device enters those areas, a notification is sent to the parents' desktop computer or PDA device. Push to talk technology enables parents to be in voice contact with the driver at any time.
