The House overwhelmingly approved legislation yesterday to provide $7.4 billion in spending on new port security inspectors, nuclear weapons screening and the development of an automated system to pinpoint high-risk cargo.

The 421 to 2 vote came just hours after the White House expressed strong misgivings over the cost and feasibility of the bill. But the lopsided vote underscored how politically sensitive the issue of port security has become since the state-owned Dubai Ports World moved to purchase terminal operations at six major U.S. seaports in February.


Republicans had voted several times in the past two years against Democratic proposals to increase funding for port security, saying that enough was already being spent. Indeed, White House officials repeated that assertion yesterday in a policy statement that depicted the House bill as overly generous and technologically unrealistic.

But the furor over the Dubai deal brought the two parties together on bipartisan port security legislation. Only two House members opposed the measure yesterday, Rep. Jeff Flake (R-Ariz.), who said the price tag is too high, and Rep. Edward J. Markey (D-Mass.), who contended that the bill does not go far enough to ensure the safety of vulnerable seaports.

"House Republicans will continue to do what is right to protect American families and prevent a tragedy like September 11th from occurring ever again," said House Speaker J. Dennis Hastert (R-Ill.). "We understand that we must secure our ports in order to protect our citizens."

But House Republicans blocked consideration of a Democratic amendment that would have required that all cargo be screened before it leaves foreign ports for the United States. The Senate Homeland Security Committee, in drafting its companion bill earlier this week, added a pilot program at three foreign ports to test the feasibility of 100 percent screening.

House GOP leaders called Democratic push unreasonable.

"One hundred percent screening of every container will shut down worldwide shipping overnight," said House Majority Leader John A. Boehner (R-Ohio). He added that a House-passed feasibility study is a "practical, common-sense approach to the issue."

Democrats countered that they will continue to push more robust legislation.

"All it takes is one atomic or radiological bomb to make 9/11 look like a firecracker," said Rep. Jerrold Nadler (D-N.Y.). "If we really want to make this country safer, we must demand that before any container is put on a ship bound for the United States, it must be scanned electronically in the foreign port. It's too late if we find a nuclear bomb in Los Angeles or New York."

Providing an additional $7.4 billion over the next five years, the House bill would bolster the Department of Homeland Security's Domestic Nuclear Detection Office, requiring the deployment of nuclear and radiological detection systems in all domestic seaports.

It would set up new tracking systems for discovering and monitoring high-risk cargo and would accelerate the creation of a transportation-worker identification card. New port-security training and exercises would also be required.

The White House's Office of Management and Budget expressed concern over what it called the measure's "serious resource implications," charging in a statement of policy that it would tie the hands of the Department of Homeland Security in bureaucratic red tape.

The required deployment of advanced radiation detectors by September 2007 "might not be feasible given the current state of detector acquisition, installation, and development," the White House said in a statement. It added that $400 million a year in dedicated port security grants would be unnecessary and wasteful.

Nonetheless, White House officials stopped short of issuing a veto threat on legislation that appears destined for speedy enactment.

Four and a half years after the Sept. 11, 2001, attacks, port security has become an unlikely political issue. The same coalition of liberal interest groups and labor unions that helped kill President Bush's Social Security proposals has launched a national campaign to portray Republicans as opposing port security, through home-district appearances and radio advertisements.

The Department of Homeland Security currently opens for inspection 6 percent of the 11 million cargo containers that enter U.S. seaports annually. But all cargo manifests are examined, as is "high-risk cargo," which is identified through an automated targeting system. Republican leaders said going much further than the House bill would slow the flow of international trade and would cost U.S. jobs.

The issue came to the fore with the Dubai port deal. Bowing to intense pressure, Dubai Ports World announced in March that it would sell to an American firm its U.S. operations at ports in Baltimore, New York, Newark, Philadelphia, Miami and New Orleans.

But two months later, no deal has been struck.

Okay i just got off the phone with andrea cox

at big apple.Very nice lady! I asked about the p.r. this morning and she was understanding about our unhappiness and stated that it was from another source.
I talked about myself and introduced myself and all the personal stuff but she was very congenial and tryed to answer what she could about what i asked her.

I will say this my attitude after talking to her about Big Apple is better...now i know i will get attacked for this but she really tryed to help and was very giving in what she could with info.
Okay first i asked her about the teleconference and she said there wasnt an exact date but she would check on it.
The i asked her about the cyberrad and she said that they hadnt heard anything about testing being completed or detail.

Now i asked her about the savannah port and she told me that the goverment was heavily involved with that project and the reason we as investors had even known about it in the first place was that someone had leaked information to the press or a news outlet....but i said that the goverment wants HISC and Big Apple or anyone who is involved to be very tight lipped about ports or the projects HISC is working on and she agreed.
She said she understands out frustration not getting a "concrete p.r." everyweek as i put it and that things were going on schedule.

I asked her about actsoft and she like i was very excited about the potential of where that will be going but that most people dont understand that the projected numbers Frank has for HISC according to the Harvard PowerPoint presentation that the 11 million+ that HISC has in that.....where do folks think that part of projected revenue number is going to come from?....and i tell ya its not actsoft....HISC has major things coming but we must wait until they are allowed to announce them and not before.

Theres some things coming down the road that are going to blow us away but if you let fear and panic from bashers or those who want to make HISC jump to .10 and then bail you are going to miss the big money and miss being apart of this companys future.I got sense from talking to her that she really wanted to fill me in on whats up ahead but that the projects were so big and that some were so important they are not allowed to discuss it.....period.Frank and all the other BOD members"including Mr.Bennet" has been out on the road alot.So interest in the C.T,actsoft,and the other HISC products is growing.

The short position is so heavy in this stock. That is the reason you can not get anything to move with any PR. Once all the short position is sold, they will not be able to hold back the longs. Problem is when?

This is a crime and yet the SEC will not regulate naked short selling. HISC is a prime example of MM naked short selling. It is unable to go up no matter how much money they make.

Well, I am glad that I sold out of HISC a few weeks ago. Today, it looks like the bottom is about to fall out of it. Was going to take another position back in but with so much MM shorting and little buying right now, I think I am just going to stick with HMSC as my pure Homeland pick for this year.

well, wait till divident time of May 30th comes, and thats when this thing will shoot up and if the short position is true, then squeeze trigger will happen from buying pressure. just quiet for now.. added more today..

I do know that Adam Clough was in Charlotte, NC last week training Sprint/Nextel reps on the CT. Here is what a Sprint/Nextel rep emailed me after he witnessed the CT:

Thought I forgot you? NOT! I finally found them had to go to a Sprint/Nextel Training/Trade Show in Charlotte to do it,but found them. They did not come in under there own name or product name.

The Company they came in with is already big in Nextel GPS so I guess it was a perfect fit.

The company name is: ActSoft the web address is www.comettracker.com and the unit name is: Cyber Tracker.

I was given a display of a working unit yesterday it was great! It can be either moved vehicle to vehicle or mounted. If mounted, using a parallel cable it can monitor car functions such as inside temp, wither the doors are open or closed, locking or unlocking doors remotely. And a range of other gadgets as well as GPS.

Sorry guys real busy day here....More DD on the Sprint/Nextel Training:

-Adam had a cooler in his trunk of the car with a thermometer, which ran to the CT on the Dash Board. The Ct was not only able to record car temp but also cooler temp. Tell me this is not a product for a Reefer Truck Company.

-Cyber Tracker if rigged up to the car can also track your engine maintenance. How great is that? Not only can you track your teen, but also know if something is wrong with the vehicle.

-Can store tracking up to 90 days

I think that about does it. Like I said before the Nextel/Sprint reps were very impressed.

Apologies if anything below has been previously posted.

If the saying ----> out of every 1000 pinks..800 are bust out scams....100 are halfway there...50 are trying half ass and the remaining 50 will prosper and matriculate to bigger Boards is true...this one just might be one of the fab 50.


Look close at the short squeeze info from Buyins to a number when it may break free from the clammy clutches of of the (MM)Meeley Manipulators that are feasting like jackals on most of the positions listed on these boards. (HISC Included)

The company shows a net profit of $1,632 for the first three months of 2006, as compared to a ($252,928) loss for the first three months of 2005. Gross profit increased by 369% from $120,574 to $565,238; for the same period revenues were up 216% to $625,788 as compared to $197,937.

The balance sheet shows total assets increased from $1,218,758 on March 31, 2005 to $5,212,650 as of March 31, 2006, an increase of 328%.

Is simultaneous WiFi, EVDO, Bluetooth, GSM, VoIP on a cell phone just a pipe dream? One of the problems with cellphones today which currently support WiFi, Bluetooth, broadband data (e.g. EVDO), and a cellular wireless voice standard (3G, CDMA, GSM, etc.) is that today's cell phone devices typically only allow either the voice transmission or the data transmission to work, but not both at the same time.
For instance, Sprint's PPC-6700 Windows Mobile 5.0 device allows WiFi and EVDO (data transmission) to be active simultaneously, however if your phone rings (voice transmission), you drop the data transmission. It's one or the other. Some of it is a technology issue. That is, the chipsets used by the cellphones share the same antenna and can only transmit using one of the wireless standards. Other times, it has nothing to do with the technology - the service provider simply decides to block simultaneous voice & data transmission for the sole purpose of protecting their turf. Perfect example - Rich Tehrani's Verizon XV6700 Windows Mobile 5.0 phone (Verizon's exact same model as the Sprint PPC-6700) is restricted to only one network at a time. If you turn on WiFi you can't even receive cellular calls. This forces users to stay in "voice" mode the majority of the time, otherwise you can't receive any phone calls.
One of the promising solutions to the problem is UMA or Unlicensed Mobile Access. UMA, will help those who have Wi-Fi routers overcome any poor coverage in their homes while simultaneously leveraging inexpensive VoIP/Internet calls instead of the more expensive cellular network calls. UMA works by tunneling cellular packets through the Internet when a WiFi connection is available and then reverting back to cellular towers when there is no WiFi. A back-end controller inside the network makes the switch on-the-fly.
As I mentioned, voice minutes over a Wi-Fi network is much less expensive than minutes on cellular networks because they leverage Wi-Fi's free unlicensed radio spectrum and the Internet and do not require a footprint of large cell towers. Indeed, UMA along with IMS (IP Multimedia System) are two technologies that promise to be huge in the next 6 months to a year. Side note: One of TMC's newest publications, IMS Magazine, tracks the IMS market - definitely worth checking out.
On a related note, Motorola is also looking to provide the ability to run data and voice simultaneouly. Motorola has a partner called Homeland Integrated Security Systems that uses the Motorola iO200 iDEN modem to provide multiplexing of voice, data, and even GPS location on an iDEN network. They claim to be the first wireless GPS/Data/voice device with the ability to run data and voice at the same time.

Making a big splash these days is Homeland Integrated Security Systems, Inc. (OTC: HISC.PK). This one caught the eye of our resident chartist. Based purely on technical analysis, HISC is one of those OTC stocks that can and often does move up fast.

We especially like HISC's chart of late, which has shown a steady climb from a low of $0.029 March 15 to a high of $0.077 April 13. Understandably, some fairly heavy selling occurred during Thursday's frantic volume (33.7M shares traded), but the stock remained strong and fought its way back from a day low of $0.05 to close at $0.06. Thursday's sell off occurred precisely within the range of the previous 2-day up trend, and is the second 50% retracement since the stock came alive last month. We recommend watching closely when trading resumes to determine whether HISC plans continue its upward journey, or consolidates here along its 200 DMA.
While we love a good chart, we seldom place a stock in our Profiles category based strictly on T/A. Indeed, there does appear to be substantial meat behind HISC's muscle. The Company recently posted its second profitable year, and appears to be in a very strong position financially. During 2005, the company increased its revenues by 67% over 2004, along with a 12% increase in profits to $553,595. The balance sheet shows that total assets increased from $1,422,609 on December 31, 2004 to $4,184,067 as of December 31, 2005, an increase of nearly 200% (source: HISC press release).
Adding to the furor is a planned 20M share buy back and recent acquisition news. HISC announced that it has "consummated the acquisition of a NASDAQ Bulletin Board company," and a dividend consisting of shares in the new Company is in the works for HISC shareholders. HISC intends to establish a record date for the dividend within the next ten business days, and is projecting a market value of $0.50 per share. The new Company is also expected to complete the acquisition of ActSoft, Inc., a privately owned software development company.

The new company will have an OS of 47.22 million. 17.22 million shares will be created for issuance to HISC shareholders (861 million divided by 50), while I believe that Actsoft will have 30 million shares (I'm assuming that Tom Mitchell still values his company at $15 million, so he gets 30 million shares of the new company since opening price at BB is 50 cents per share). I'm not sure whether any more parties (owner of BB company?) will be getting shares. If so, then OS might rise higher, but if it is just a shell without any revenue, I cannot see a significant addition to the OS.
More importantly, see what the new merged company will be getting in return. They will be getting all the software side of the HISC/Actsoft partnership, namely the $25 million in revenue that Actsoft is projecting to do this year + all the monthly software revenue that will come from the CTs etc. So we are getting a company with projected revenues of at least $25+++ million (and I think Actsoft can meet the $25 million quite easily)....with an opening market cap of only $23.6 million. If I take Actsoft profit margins of 36-41% (ok, once again, conservative me will use 30%)...that translates into 2006 profits of $7.5 million. 2006 EPS is then projected to be 15.9 cents per share! A P/E of 30 gives me a price of $4.77 (0.159 x 30) while a conservative discounted cash flow model (5% annual growth and 8% long bond rate) gives me a price of $5.30 ($0.159/[0.08-0.05] = $5.30)

REVENUES/PROFITS/MARGINS
First, the expected profit margins:
- The last full year figures we have had so far is 2004, so I'm just going to use the margins from that year as a rough guide. That year, sales was $2 million with net profit of $550,000. That is around 27.5% net margin. So I'm going to use 25% profit margin as a guide.
- I believe the 25% profit margin as a guide is reasonable given that some of our revenues for 2006 will come from ActSoft. ActSoft itself had an even higher profit margin - From the 18 Oct 05 HISC PR, ActSoft sales was $6 million in 2005, with net profit of $2.2 million, while sales was projected by ActSoft to be $12 million, with net profit of $5 million. That is a profit margin ranging from 36% to 41%.

Secondly, the expected revenues:
- We have heard Frank project that HISC is expected to earn more than $125 million over the next 3 years (2006, 2007, 2008). The company has also stated that their target revenue goal for 2006 is $55 million.

- So what do we have so far?
(1) The Pro Sec deals (5000 Cyber Trackers worth $2.5 million + Cyber Noze Explosive Detection Equipment worth $5.5 million) worth a total of $8 million.

(2) The XPress deal announced today (1000 CTs worth about $500,000).

(3) ActSoft revenues of $25 million (I believe that their projection for 2006 has gone up to $25 million, from the original $12 million projected earlier)

(3) The confirmed orders already from Coxsackie Transport, Garda World, the Royal Canadian Mounted Police, the Knox County Tennessee School System, and the Chili House Restaurant chain in Amman, Jordan - no actual sales numbers yet from these orders, but they look finalised to me (CTs have already been delivered to the Amman restaurant chain).

So these are the actual sales numbers confirmed on our books so far - $33.5 million + the numbers from (3) yet to be released. Actually quite good, considering that we still have another 9 more months to go for 2006.

So, if Frank delivers, as I expect him to, with sales numbers to come in the coming weeks (esp after the merger/move to BB), there is a good possibility that we are on track to meet the US55 million revenue target for this year.

Thirdly, the expected profits:

From the use of 25% profit margin as a guide and assuming the $55 million revenue is met, then we have expected profits of $13.75 million for 2006.

This is tricky, but I'm going to use 2 models here. An assumption is that OS remains at 770 million but this can always be tweaked up and down in our calculations when the company reveals the latest OS figures or when it mergers etc

(1) The first is the standard P/E ratio of 30-40 applied to fast growing small/micro cap companies in the US (which HISC belongs to). To be conservative, I will use 30.

So with expected profits of $13.75 million in 2006, that translates into EPS of 1.79 cents. Multiply that by a P/E of 30, and we get an expected share price of $0.53, or 53 cents.

(2) The second is the very conservative discounted cash flow model - and to be even more conservative, I am going to assume NO earnings growth after 2006 (i.e. 2007, 2008 to infinity), to take the extreme end. This essentially is the model that Buffet uses in analysing the value of a company over the long run. And since I expect HISC products to be in the marketplace and to be in great demand for some time (because of the wide variety of uses that the CT can be used for), I think this is a fair extremely conservative model to use.

Essentially, the maths would be:

EPS of 1.79 cents for 2006
Discounted rate of 8% (I will be conservative - the historical average 30-year long bond rate over the last 50 years or so has always been around 6-8%, unlike the 5.8% now)

So, 1.79/0.08 = $0.223 or 22.3 cents

So on both models with conservative assumptions, I personally do find HISC to be relatively undervalued at 4 cents (you might of course disagree with me...) now given that the sales (and purchase of ActSoft) already concluded and the expected sales numbers coming in over the next few weeks/months.

I do understand the following concerns:

(1) HISC is currently a pinksheet company
(2) MMs control the price of stocks in pink land
(3) Investors in pink land do not trade on valuation, profit margins etc. They trade on MOMO and MMs release of prices.

However, I am treating HISC as a company on its way up to BB and then subsequently to NASDAQ small cap or main board over the next 2-3 years (assuming the sales target of $125 million is met - something I believe can be done) - my hope is that when we move to higher boards, investors can start to see us in terms of valuation/profits rather than the way they treat typical pinksheet companies! But to do that, we would need Frank to deliver and grow this company; the sales contracts/numbers that he signs/announces in the next few weeks/months will let us know whether he is on track.

Lots of good info....I have tried to contact frank moody for weeks....Never a reply. I have owned 1M+ shares for awhile now with great expectations. I still think they have great potential. What happened to all the $125M in sales they boasted for this year. What happened to the Scotland yard and French metro deal? What happened to the white water papers for the US port security deal? What happened to the bus deals? What happened to California gov vehicle deal? What happened to the tug boat deal? What happened to the Canadian mounty deal? What happened to the OTCBB with the subsequent AMEX jump? If you guys have some answers, I would appreciate it. I know they are buying back shares at present. I almost think they are holding the price down to buy back as much as possible before the dividends 6/29/06. I still beleive, but it would be nice to see some positive movement.

I think this is going to be big for the company, they havent had any PR's lately. People use to complain that they came out with to many PR's when they would come out with 3-5 a week and the stock would sit at 4 or 5 now they havent had any in a long time, and this is going to be good news i have a feeling. Look for it to get back up to where it should be!
