Time is growing short to get on board. Once the merger info is announced, it will be too late, IMO. We will never see .05 again.

Congress moves to protect ports against terrorism

P-I WASHINGTON CORRESPONDENT

WASHINGTON -- Concluding that America's seaports offer no safe harbor from terrorism, Congress moved on several fronts Wednesday to tighten security in what experts have long said are among the most vulnerable operations in the nation.

"I'm here today because our country is vulnerable to terrorist attack, and time is not on our side," Sen. Patty Murray, D-Wash., told a Senate committee.

She noted that hours before 22 Chinese nationals were apprehended at the Port of Seattle after smuggling themselves in a 40-foot cargo container.

Port vulnerabilities were itemized during hearings in both the House and Senate, and lawmakers in both chambers said they intend to pass legislation this year to fortify ports and strengthen security along the global supply chain.

Murray has sponsored a bill with Sen. Susan Collins, R-Maine, who chairs the Senate Homeland Security and Governmental Affairs Committee, designed to plug some holes in port security.

Collins said, "One has only to visit a major port like Seattle, which I did in February, with its large urban population, two stadiums nearby, and daily ferries with thousands of passengers to realize the enormous loss of life that could occur if a dirty bomb were detonated."

The Port of Seattle is the nation's fastest-growing container port and because of the port's proximity to downtown, experts fear it is a tempting target.

Mic Dinsmore, the chief executive officer of the Port of Seattle, told the Senate committee: "It has been almost five years since the attacks of 9/11 and I must say that I still do not sleep well knowing all the vulnerabilities in our port security system."

Dinsmore said he works closely with federal officials and has more than tripled the port's security staff. Federal dollars have also allowed the port to add surveillance cameras, fencing and underwater detection systems, but Dinsmore said the port remains insecure.


"While some progress has been made, it is not enough. The rate at which containers are screened is abysmal and the controls we have for allowing persons to get onto our marine terminals are almost embarrassing," he said.

There were bipartisan calls for the Department of Homeland Security and other federal agencies to move faster to secure ports. Among other things, lawmakers want assurances that cargo is adequately screened and inspected and that long-stalled initiatives to improve security at the nation's 361 ports are carried out. About 5 percent of the 21,000 containers that arrive every day at U.S. ports are physically inspected.

"I have a hard time explaining to my constituents that we are safe when we are inspecting only 5 percent of containers coming into this country," Sen. Norm Coleman, R-Minn., told Michael Jackson, deputy secretary of homeland security who's responsible for port security.

Jackson explained that while not perfect, security has improved dramatically since Sept. 11, 2001. The borders "have been pushed out," he said, meaning that some cargo is inspected in its originating port.

He said the United States has developed an extensive database that is used to pinpoint potentially dangerous or suspicious containers, allowing them to be singled out for more robust treatment. It has forged working arrangements with other countries to share intelligence. And, Jackson said, the federal government is spending more than $2 billion a year on port security.

In the House meanwhile, the Transportation and Infrastructure Committee approved legislation Wednesday requiring thorough oversight of port ownership and transfers.

The committee also required that only U.S. citizens could hold a port terminal's top security post. Both steps were in response to the attempt last month by a company from the United Arab Emirates to take over operation of six U.S. ports.

The House is also working on a companion bill to the one Collins and Murray have introduced.

In the Senate, lawmakers and port operators acknowledged the programs but agreed that the effort fell far short.

Jackson told senators that creating better identification cards for dock works is a high priority even though the effort has been delayed several times. The goal, he said, is to create a system similar to the one used at airports that provides a high degree of assurance that only authorized workers who have passed a security check have access to sensitive areas.

I would expect to see near or over .06's by tomorrow evening as we all know BIG news is coming any day now. Once again, it would be foolish not to hold the stock or add to your position going into the weekend. Plus, add in a 20 million buy back for this month alone and the issuing of company stock to HISC employees will only bring the price per share higher this month on no news. However, Jerseyboy stated that the news of the merger should come between today and next Thursday. How he knows that, I have no idea but he does keep in touch with the company on an almost daily basis.

I am very surprised that this stock's pps isn't moving more than it is... I thought we would move at least 1 or 2 cents with this news...

hard to move this puppy anymore, it defintely is a stock that you should hold long, as it will take a few years before this really becomes a powerhouse in this market.

I am hoping for it to get to .10 to make my money back and hold some free shares and go long with those.

The reason it is having a hard time moving is the MM's have shorted the crap out of the stock and will not allow it to fly up like it once did in the past.

Yeah you can see the buying pressure the MM's are starting to feel. This could let loose and jump up and over .06 very quickly. Think about it, 20 million shares to be bought up and retired this month!!! MM's will not be able to hold it down! Once they have to cover, we all will see this stock jump and run beyond .10 a share. I am willing to go out on a limb and say that we will see .12 or higher by the end of next week!

Anyone have a price target/guess about HISC by the end of the year?

The year end target price is going to be unknown as we do not have any information on who HISC is merging with. If you like Homeland Stocks then you might want to pick up shares of HMSC as I think they will be a few dollars per share in the next 3-5 years.

We are going to knock out the small wall at .055. I think we are going to hit .06 today. Can't wait for the merger news cause this stock could easily double, triple, or more in a day.

I am very big on HMSC more than any other pennystock out there. HMSC has such solid leadership and with the latest acquistions you can tell the direction the company is heading. It is a long term play of at least 3-5 years but where can you find such an undervalued stock that many really don't know a thing about? It is one of those stocks that you just sit back and enjoy owning. Take a look at NVAO over the last few weeks. It went from .05 to $5.90 today! Imagine owning a million shares when it was dirt cheap like HMSC!!!!!!!!!!!
