Check this out - came from si board....does anyone know for sure that HISC is the only co at the Savannah, Georgia port....the person that posted this had a good point (if they r the only co at the port) - look at the bottom of the article!!!!

New Cranes Head for Port's Berth 8

Work is on schedule to open the Georgia Ports Authority's Berth 8 early in 2006. The port will receive two Super Post Panamax Cranes this month to work the docks.
Container Berth 8, currently under construction, will receive its first cargo shipment the middle of this month, Georgia Ports Authority spokesman Robert Morris says.

The facility will receive two Super Post Panamax cranes, which Morris said are the largest ship-to-dock cranes in the world. The cranes are 465 feet long and 374 feet high and weigh 1,369 tons.

Eventually these cranes will operate at the dock when it opens in the first quarter of 2006. The port authority has two other such cranes at Berth 7.

Morris said the cranes were able to be delivered because of how far along the construction is coming. Georgia Ports Authority Executive Director Doug J. Marchand reported at the end of April that more than half of Berth 8's new 2,100-foot dock has been completed. The dredging of the berth and demolition of an existing structure are complete, and a new storage area is currently under construction.

"We're very pleased with the progress we've made," Morris said. "The project is beginning to look a lot like a container berth."

The new container berth will include an additional 72 acres of storage area. The new berth is expected to come online early next year and to be followed immediately thereafter with development of additional terminal space to further enhance productivity and operating efficiencies.

"By this time next year, the Port of Savannah will feature over 9,800 feet of continuous dock, thus increasing what is already the largest single terminal container facility on the East and Gulf coasts," Marchand said.

The berth is expected to expand the port's capacity by 20 percent and accommodate a lot of the port's expected future growth. The operation of Berth 8 is expected to create 11,000 direct and indirect jobs.

"We are encouraged that this exciting new project is on schedule and on budget," Marchand said. "Our steady growth this fiscal year further underscores the importance of our expansion program."

Total containers through the first three quarters of the fiscal year (July 2004 - April 2005) jumped by 12.2 percent. Total Twenty-foot Equivalent Units were at 1.3 million through the first nine months, an 11.9 percent increase. GPA also experienced record gate volumes for the month of March as a result of increased exports. Gate activity for March exceeded 114,000 moves and represented a 16 percent increase over the prior month.

"All of this was accomplished without delays at our gates," said Marchand, "and that is a tribute to the hard work, innovation and excellent customer service demonstrated by our employees and the people who serve commerce through the Port of Savannah."

In other business, the Authority approved the award of more than $430,000 in contracts to improve port security. These improvements were made possible due to a grant from the Georgia Emergency Management Agency.

"These new projects are part of a series of infrastructure and technology improvements necessary to regulate and monitor access in and out of the terminal without having to allocate additional manpower," he said.

States look to high-tech tools to track, map sex offenders By Martha T. Moore, USA TODAY

Increasingly strict laws are targeting sex offenders in two ways: tracking where they are and mapping where they can't go.

Two child murders in Florida this year spurred more states to use Global Positioning System technology to track sex offenders. And cities are expanding the areas where sex offenders aren't allowed to live.


Last month, Florida and Oklahoma passed laws requiring lifetime GPS satellite tracking for certain sex criminals: repeat offenders in Oklahoma, those whose victims were under 12 in Florida.


Legislatures in Pennsylvania, New Jersey and New York are considering satellite tracking. Legislation now before Congress would require all repeat sex offenders to wear a GPS ankle bracelet for life.


Some states and counties have been using GPS tracking on a case-by-case basis. The new state laws require it, expand it to more offenders and in some cases make it permanent. Peggy Conway, editor of the Journal of Offender Monitoring, estimates that by the end of 2007, 15,000 sex offenders across the nation could be wearing GPS bracelets, up from 3,000 now.


Unlike an ankle bracelet worn for house arrest, which alerts authorities if the wearer strays too far from a device connected to a home phone, GPS works everywhere. An ankle bracelet and a transmitter worn on the waist send a continuous signal to the parole officer's computer. If the wearer ventures into "exclusion zones" around schools, parks and playgrounds or out of "inclusion zones" such as his workplace or home, the device sends an alert to the parole office.


GPS tracking is cheap - about $10 a day per person, often paid by the offender. Unlike a registry that just lists a name, address and crime - and may be incomplete or out of date - a GPS system always knows where the person is.


"We all just feel a lot more comfortable having an extra tool to supervise them," says Murray Brooks, head of electronic monitoring at the Florida Department of Corrections.


"The offender that is carrying the GPS tracking device knows that he is being watched, 24/7. If he tests it - and they all test it - they get notification that they're doing something wrong, and they know their probation officer knows," says Steve Chapin, CEO of Pro Tech, a Florida company that makes a tracking device.


Nationally, about 7,500 people are being monitored through satellite tracking, says iSECUREtrac, an Omaha company that makes a device. They include sex offenders, drug dealers and users, juveniles in truancy programs and parents who didn't keep up with child support.


Florida has been using satellite tracking when requested by a parole office or a judge. Rates of repeat crime indicate that electronic monitoring of any type reduces further offenses, says Marc Renzema, a criminal justice professor at Kutztown University.


GPS tracking might have prevented the deaths of Jessica Lunsford, 9, and Sarah Lunde, 13, in Florida this year, Renzema says. "If their attackers had been registered and tracked, there would be a good chance those crimes could have been prevented," he says.


Wearing a GPS bracelet does not guarantee that a sex offender won't commit another crime, of course, but "there are definitely scientific indications that it's effective," Conway says. "It's easier to be good when you're being watched."


Some professionals who treat sex offenders say GPS tracking is useful because it keeps offenders accountable for their behavior and helps them avoid risky situations - and it reassures the public. However, it isn't necessary or effective for all sex offenders, they say, and the states' rush to expand satellite tracking doesn't make that distinction. In most sex crimes, the victim and offender know each other.


A tracking device aimed at keeping pedophiles away from playgrounds isn't necessarily useful for an offender whose victim was a member of his family or for a young man convicted of statutory rape of his underage girlfriend, says Allison Taylor of the Texas Council on Sex Offender Treatment.


"We're once again lumping all sex offenders into a predatory category, and that's not the case," she says. "For some of the sex offenders, it's a waste of time and money."


Critics make similar complaints about laws barring sex offenders from living in certain areas:


• Thirteen states have laws barring sex offenders from living near schools, parks and other places where children gather. The usual boundary is 1,000 feet. On June 8, Miami Beach expanded it to 2,500 feet. The radius of nearly a half-mile puts virtually the entire city off-limits to sex offenders whose victims were younger than 16.

• Hamilton Township, N.J., adopted a similar measure in May. Hamilton was the home of Megan Kanka, the 7-year-old girl killed in 1994 by a sex offender, for whom Megan's Law is named. That law, passed in 1996, requires states to notify communities when a sex offender is living in the area.

Boundaries of nearly a half-mile around each school and park can overlap and eliminate large areas of housing. On June 13, a group of sex offenders filed suit against a law passed last month in Binghamton, N.Y., that sets quarter-mile zones around schools and parks. The suit argues that the zones are unconstitutional because they effectively banish sex offenders from the city.

"By ostracizing them and by creating restrictions in which it's just not possible to live and earn a living and function as a member of society, it's just not helpful," says Jill Levenson, a Florida social worker on the board of the Association for the Treatment of Sexual Abusers.

Residency bans interfere with rehabilitation when someone who committed incest or statutory rape should return to his family, says Wesley Maram, who treats sex offenders in Orange County, Calif., and is on the board of the California Coalition on Sexual Offending. Those offenders may pose little risk to schools or day care centers, he says.

"It's not reasonable and it's potentially damaging for many people, including the victims," Maram says. "It's a complex problem that people attempt to find quick and simple solutions to."

Just got off the phone with Matt Maguire...

For those of you new to HISC Matt Maguire is the investor relations guy and you should direct any serious questions you have to him, as opposed to just being a basher and repeatedly posting your doubts on this message board. Instead give the man a call: Matt Maguire - (866) 843-2775.

Anyways the real point of this message was my conversation with Matt. I was informed that HISC has done everything on their end of the deal to make the move to the OTC BB. It is now in the hands of Greentree Financial to finish the rest. Matt was optimistic that everything could be complete by as early as next week, in which case he said we would all know via a PR announcing the move. Also of interesting note Matt said that the move to the OTCBB was just the next move for HISC, and that they plan to move to Amex as soon as they meet all eligibility rquirements...a list of those requirements can be found using this link:

One of the main points to note on that page is standard number 2 which states that the company's history of operations is at least 2 years...HISC's history right now is under 1 year, so that may be something to look for in the future. However remember that HISC did use the shell of an older corporation when they started their company, so their may be a loophole around that requirement but I am not sure either way. It does, however, appear that HISC already would meet most of the other requirements for AMEX which is a good thing! For the other longs with this company I encourage you to ride this stock out for a couple years if you want to retire early like myself! For all the bashers I can't wait to laugh at you when I am sitting on my yacht.

Reports will also been delivered to major airports and other secured facilities.

Phase III of the Savannah Port Project will consist of GIS mapping and software finalizations and will incorporate tracking devices deployed both on the port and in the immediate area surrounding the port. The project at the Savannah Port is being conducted in conjunction with Georgia Tech and the Maritime Logistics Innovation Center (MLIC).

``Phase two of the Savannah Port Project went much better than expected,'' said Frank Moody, CEO of Homeland Security Systems. ``It has allowed us to stay on schedule in developing Phase three of the project, so that we can demonstration to the Port Authority that we have the technology to keep a watchful eye on port security.''

In another development, Homeland Integrated Security Systems has retained noted wireless technology authority Ed Legum to write a White Paper on the Cyber Tracker and the Savannah Port Project. Mr. Legum is founder and president of the Edmond-Howard network. Mr. Legum started his career with Tandy Corporation, where he rose to become the company's audio product manager, responsible for 20 percent of Radio Shack's annual sales. An accomplished author and sought -after speaker, Mr. Legum works with wireless companies worldwide to increase their sales, increase their ARPU, reduce their COA, and improve their customer loyalty. According to the New York Times, the U.S. spent more than $4.5 billion on screening devices to monitor the nation's ports, borders, airports, mail and air, the federal government is moving to replace or alter much of the antiterrorism equipment, concluding that it is ineffective, unreliable or too expensive to operate. The federal government will likely need to spend as much as $7 billion more on screening equipment in coming years, according to government estimates.

The Savannah Port Security Project revolves around Homeland Integrated Security Systems' revolutionary Cyber Tracker, which monitors drivers' activities to and from the port's berths. Cyber Trackers would be dispensed using an automated system that will integrate the Cyber Tracker via RFID to bills of laden. When the drivers are leaving the port, the units are collected, thus insuring that all vehicles that enter the port facility are accounted for when leaving. The device also allows port officials to monitor flow in and around the port, as well as speed control, stop times and the ability to archive the customized reports. The Savannah port is the fourth busiest port in the U.S., making it the ideal test site for the project.

Financial Highlights for Period Ended June 30, 2005:

Homeland Integrated Security Systems, Inc. Receives Order for 5,000 Cyber Trackers Totaling $2.5 Million

(Pink Sheets:HISC) announced today that it has received its second major order for the patent-pending Cyber Tracker. The blanket purchase order was issued by Pro.Sec, a Middle Eastern security company, for 5000 Cyber Trackers at a base price of $499.99 per unit. The order translates to $2.5 million for the hardware, which does not include subsequent fees for the software and service.
