yes, there is lots of products avilable in market. But no one is market leader in this segment. Everyone is trying, whoever win and they will be multi billoin doller company. But i believe HISC have fair chance to become tat level. not in overnight. but in future if they follow the business plan and strong management team. And also, HISC has retail store, so they can become major supplier to buyers(milatey, security forece, police and homeland security)
its all IMO

We've got support in the low .02's as witnessed earlier this week. So my best guess would be a trading range between .025-.035 until some solid PR's are released which should really drive the PPS....IMO

Satellite tracking of sex offenders advances in Senate

The panel-backed bill also would require annual lie-detector tests.

TRENTON - A state Senate panel yesterday unanimously approved a bill that would allow satellite tracking of as many as 250 of New Jersey's highest-risk sex offenders and require them to submit to annual lie-detector tests for supervision purposes.

The bill is sponsored by Sens. Stephen M. Sweeney and Fred Madden, both Gloucester County Democrats, and acting Gov. Richard J. Codey, who is also Senate president.

Sweeney said he hoped to get the bill, which awaits consideration by the full Senate, signed this summer. "We need to act now," he said.

Under satellite monitoring, a person must wear an ankle bracelet and carry a global positioning system device. If an offender entered a restricted zone, such as a school or playground, the system would alert authorities, who could send police to investigate.

Proponents say such continuous monitoring would be helpful as a deterrent and sometimes useful in criminal investigations.

Similar legislation is pending in Pennsylvania.

The New Jersey sponsors originally envisioned a one-year pilot program in three counties, but they decided to expand the program statewide for two years.

Assemblyman Eric Munoz (R., Union) read a letter to the committee from the father of Jessica Lunsford, the 9-year-old Florida girl raped and murdered this year by a convicted sex offender.

"She was buried alive kneeling and clutching her stuffed animal," Mark Lunsford wrote.

He argued against having a pilot program limited to three counties. "Don't take small steps," he told the committee.

The legislation would provide $3 million to cover the two years. The New Jersey State Parole Board would oversee the program.

Last month, Parole Board chairman John D'Amico Jr. said satellite monitoring would cost $1 million a year for every 100 offenders tracked.

Under that formula, effectively monitoring 250 offenders over two years would cost $5 million.

However, Michael Dowling, the Parole Board's executive director, told the Senate Law and Public Safety Committee yesterday that his agency supported the bill "wholeheartedly."

Tom Rosenthal, spokesman for the New Jersey Public Defender's Office, which represents high-risk sex offenders, said satellite tracking could be useful in some cases but harmful in others.

Someone forced to wear the equipment could lose a job or be exposed to harassment, he said. Those situations could destabilize an offender and lead to new crimes.

Another provision would require sex offenders under satellite tracking to submit to polygraph tests. Sen. Nicholas J. Sacco (D., Bergen) raised concerns about the tests' reliability.

Sweeney said the provision was meant as a tool to help verify whether an offender was complying with any supervision requirements. He said the tests would not be used to make any legal or binding conclusions.

Many offenders designated high-risk do not have any parole supervision because their crimes predate the tougher sex-offender laws of the 1990s. So these offenders have no conditions or requirements except to register where they live with the local police.

Sweeney said the polygraph exams would still apply to them. "We could ask them, 'Do you drink a lot? Are you doing drugs?' "

Tracking sex offenders with GPS can save lives

Jessica Lunsford was only 9 when she was kidnapped from her Florida bedroom, raped and murdered. The man charged with this heinous crime was a neighbor of the Lunsford family's - and a previously convicted sex offender.

This heartbreaking story helped drive the Florida Legislature to enact a law that creates powerful new penalties for those convicted of sex offenses. In particular, it will require that sex offenders, on their release from prison, wear an electronic device that is tracked by global-positioning satellites (GPS).

What the public needs to learn from this horrific crime is that the violent sex offender's impetus for committing his or her crime is typically not limited to a specific episode. For the most part, these offenders have a mental predisposition toward hurting others, and it cannot be cured by incarceration. Simply put, most violent sex offenders cannot help themselves.

I'm sponsoring legislation in the Pennsylvania House of Representatives that would protect the most innocent from those with an uncontrollable predilection to do them harm. Like the law in Florida, it would require that certain sex offenders wear GPS devices after serving jail time.

GPS tracking, now in use in many states, is a viable and proven tool to protect the public from violent sex offenders. In Pennsylvania, the system is used by some jurisdictions to track convicts during probationary periods. Some jurisdictions across the nation have found other uses as well, including the fitting of GPS devices on individuals convicted of nonviolent, lesser crimes for a period of time as punishment or probation.

Under my proposal, House Bill 115, any person convicted of a sexually violent offense and determined to be a sexually violent predator under Megan's Law would have to be tracked during probation or parole. Additionally, any violent sex offender (not classified as a predator) who is sentenced to prison could be required as part of the sentencing to wear a tracking device during any release from incarceration.

GPS tracking would also be imposed on those convicted of violent sexual offenses and sentenced to probation of more than 24 months. The device would be required for the duration of the probation.

Under GPS tracking, an electronic device is placed on a person with an ankle bracelet. These devices are tracked by satellite through passive and active technologies. Passive tracking allows law enforcement to view a tracked individual's movement history. Active tracking sends live alerts to law enforcement when the tracked individual enters an exclusion zone.

Also called hot zones, these locations - such as schools, day care centers and parks - can be set by law enforcement. When a tracked violent sex offender enters the area, an alert is sent to local authorities. Additionally, the device itself delivers an audible warning to the individual to leave the area immediately and to contact his or her parole officer.

This new technology also allows for the tracking of crime scene data, which can be correlated with the whereabouts of known offenders during the time the crime occurs.

Opponents of GPS tracking call it an invasion of privacy. But then again, most punishments meted out by the courts are. Prisoners are under constant surveillance. Those sentenced to probation or community service must open their lives to scrutiny by various authorities. All have earned such punishments because of the crimes they committed.

Our law enforcement entities must know where known violent sexual predators are at any given time if we are to protect our young. Megan's Law can do only so much, as the case of Jessica Lunsford demonstrates.

The benefit for tracked offenders is that they can be ruled out quickly as suspects when their movements and location do not match a crime scene. I've also read accounts of sex offenders who appreciate the device as a constant reminder of right and wrong.

Tracking violent sex offenders is not a panacea for ending these monstrous crimes. It is only a tool, albeit a powerful one. Yet GPS tracking should and must be implemented in Pennsylvania as another deterrent in the ongoing battle to protect our children.

MMMMRICE. Yes. You are right. There is lots of Opportunity for this product and company. It will not happen just over night, but slowly day by day. Now you know the logical connection and explanation for, why the top executives joined this company. This dvice(CYBER TRACKER and other HISC products) is going to play major role in different applications. Like car insurance can give discount if use cyberTracker, so the insurance company can save million million dollers( Car Theift),schools can use, to track and define boundries for school busies, commerical truck companies lots more..

Same thing was said about QBID, GZFX, TCFT last year. These are pennies for a reason. Not saying they are bad companies or anything. But not taken your profits after a run and waiting to buy back on retrace is really silly. No large run can sustain the price unless there is a catastropic change in the company. For a pps to maintain itself it must be slow and steady with a trend. But I guess there needs to be bagholders fo the rest of us to make money. But just remember the above stock. People were positive and you couldn't change there minds either that these would be a dollar last year in a couple months. All are way down from last year.

This heavy volume, almost daily, seems to be mostly buys. The occaisional large block sale is probably not a retail sale. Anyone know who is selling, and how many they have to sell? The large number of buys is building steady support, unless the block seller can exhaust us all. This should be rising with this many buys.

I found a website once that shows how many shares the MM's own, but can't remember what it is. Anyone?
