350 million in float before the buy back. i always wondered if they keep the same % of float to insider on the buyback since it was open market. they bought 450 million, if i remember right, if they took 150 million from float & 300 million from insider it would be a 50 - 50 split, insider to float.

Do you guys think its wise to invest a $1,000 in this company right now or should I wait for a possible dip in stock price then buy in?

Rahz,

Honestly don't know the answer for you. I am in so low it doesn't matter where it goes. I am guessing it won't dip until about $.10 and I would think it will certainly hit $.10, but beyond that, who knows. It may not dip at all and just keep rising in pps. I am just taking a wait and see approach right now, but it does look quite promising.

Rahz There is so much potential to this stock, I would not risk waiting for a dip, you may get one but then judging from past preformance HISC might just keep going.
Id say in this case it may be better to just get on the train than to worry about where your seat is.

Hey GVM,

Wow you are really shooting for the moon with this .25. What makes you think we will hit .25 on Mon. Yeah I agreed it still has some gas to move furhter up, but .25 is just a little too high in my opinion. Wait for more news on additional sales and/or port contracts and then we will see PPS' above .25.

If it hits .25 on Monday I will be SCHOCKED, I would be suprised to go past .12 on Monday, but I suppose if anyone can do it HISC could.

this has a few dips in it before .25 unless the goverment hands them a few sea ports to secure. the other products are steady cash flow & good stuff but the pps will be based on the sea ports. if phase 3 tests come back great & this new guy, bush's ex-cabinet member, can use that infueance on at least 1 major sea port then the skys the limit. is this bennet the same guy that has serious ties to NY city? NY harbor would do nicely...lol

Homeland Integrated Security Systems Inc. (Pink Sheets: HISC)

This Situation is a Real Winner

I interviewed CEO Frank Moody yesterday. I haven’t seen a situation with as many very favorable attributes in a long time.

In addition to a product & associated service that has huge potential, the company operates three technology retail stores in the Ashville area. That & some consulting resulted in revenues of $2,061,856 & a net operating profit of $585,666 for the year ended 12/31/2004.

I like situations where there is a base that generates a profit, and at the same time provides the wherewithal to complete & commercialize a set of extremely valuable emerging technology products.

HISC’s proprietary technology & its rights to use patents to some of the most innovative & sophisticated seaport security products is the basis for my enthusiasm. To add to that, CEO Moody said: “We are projecting a net pretax profit of $7 million in calendar 2005. Our initial target market is the 361 commercial seaports in the U.S. which are vulnerable to criminal penetration. Our goal for this company is quite simple. Continue to revolutionize Homeland Defense, & provide profits for our shareholders.”

The Technology Background

Moody & his team worked on a real-time tracking system for two years. The result is a product called the Cyber Tracker (equipped with a G.P.S. system), & completion of the development of its Third Generation Port Control Access System, just announced yesterday (4/5/2005).

The new access control system will allow HISC to integrate the Cyber Tracker, its dispensing system, radiation detection, & a new software system that will increase security while also increasing commerce.

HISC CTO Ian Riley says: "The third generation design will open new opportunities for HISC in the port security arena as well as allowing HISC to have a broader presence in other security markets."

CEO Moody commented: "The newly designed access control system, named "CYBER PASS," is the first system to use access control components while making use of our exclusive, real-time port vehicle tracking system."

My Layman’s Description

I’m sure you may have eaten at an Outback restaurant – they give you a little unit that buzzes you when your table is ready. That unit is about 5” in diameter & an inch thick. HISC’s Cyber Tracker is about the same size.

When a truck enters a seaport carrying a container, or is empty & arriving to pick up a container, the driver is given a Cyber Tracker & told to put it on his dash.

The system that is leased to the port allows the security people to know at all times exactly where the truck is, how fast it’s going, etc. In addition, the driver is photographed & his biometrics measured automatically as his truck is stopped at the gate for a few seconds.

The system can be programmed to give a warning if one of several things happen – for example: -- if the truck goes within 1,000 feet of a restricted area, or if it stops for more than a few seconds or minutes, etc. In other words, a driver cannot get away with anything that may possibly be suspicious without being investigated within seconds by one of many security guards.

Another part of HISC’s products test whether radiation is present in a container – a truck with a container aboard that is delivering it to be shipped, is automatically checked as the truck moves away from the gate, or as it approaches the gate. Another radiation sensor can be mounted on the cranes that pick up the containers from the ship – if there is radiation within the container, that container will never touch U.S. soil.

Phase II testing is underway for the Savannah port project, incorporating a significant number of HISC’s tracking devices deployed, both on the port & in the immediate area surrounding the port. Phase II allows HISC to perform long-term data analysis for the port. Chairman James Bullock reports that: "The completion of the entire study will produce a comprehensive white paper outlining the benefits of the Cyber Tracker to the ports." The Savannah, GA port, incidentally, is the nation’s largest port that specializes in containers.

There are many more applications for this technology. For example, if your daughter of 18 years of age is going out for the evening, she can have a Cyber Tracker in her car, or on her person if she is in another car. Because HISC has a relationship with Nextel, her parent can at any time see exactly where she is, how fast the car is driving, where it stops & for how long, etc. If there is anything suspicious, the parents can get in their car & quickly drive to her exact location.

Such a consumer application is totally feasible, because the Cyber Tracker will be available at a price that almost anybody can afford. Obviously, the potential revenue stream is substantial.

My Opinion

I like this situation. I suggest that you carefully look into it – my opinion is that it has one of the greatest long-term appreciation potentials of any I’ve written about in the past 20 years.

Too Late? Yes, I think it is too late for the average investor, because they simply will not buy right now. However, reading everything available plus reading some of the messages pertaining to the discovery done (IHUB posters) regarding the shared office space across from the White House and then calculating the price to earning if they are only partially successful at the sales volumes they put out in PR...then maybe you get the balls to buy HISC eventhough it has already doubled several times in a very short time.
Now read the recent PR about Bennett (Google Bennett)and the new advisory board and imagine how many deep pockets can be buying HISC stock just because they know Bennett is involved. No insider information needed. Just know that Bennett's connections are extensive and he would NOT be in HISC if it was not going to FLY! The high volume and continual increase in price is likely to continue until most of the available shares are in the hands of those connections and their friends. Do they care if a couple hundred curret share holders make $.05 to $.20 per share while they accumulate the stock that they know is likely to be worth dollars? $.20 per share is a very good entry price for HISC shares to them...and most everyone here will have traded out of most of their shares before $.20 because of some expectation of a consolidation providing an opportunity to buy cheaper. The pull backs in the last few days have lasted for minutes, and that might continue right up past $.20. Those buying now do NOT NEED any more news to encourage them and they will be able to buy cheaper by keeping the buying pressure.

Chambliss Says Homeland Security Bill Provides Essential Funding

WASHINGTON – U.S. Sen. Saxby Chambliss, R-Ga., praised the Senate’s passage of the fiscal year 2006 funding bill for the U.S. Department of Homeland Security, which he said provides essential funding to improve the security of our borders, ports, airports and mass transit systems. The bill was approved 96-1 Thursday evening.

“While we’ve made enormous progress to make America safer and more secure than we were before Sept. 11, 2001, there is still much more to do,” said Chambliss. “This bill provides much-needed resources to improve the security of our nation’s borders and help stem the tide of the massive flow of illegal aliens crossing our borders undetected and undocumented every single day. This bill also allocates critical funding to beef up security for America’s ports, mass transit systems and airports. For example, the bill includes funds for additional airport screeners and explosive detection devices which will improve security and make air travel safer for passengers at our nation’s airports, including Hartsfield-Jackson.”

The bill also includes $277.3 million for the Federal Law Enforcement Training Center (FLETC) in Glynco, Ga. This is an increase of over $50 million from the level funded in fiscal year 2005. “FLETC plays a key role in the war against terrorism,” said Chambliss. “The hard working men and women at FLETC are playing critical roles in keeping our country safe, and they should be commended for their hard work ensuring our federal law enforcement personnel are well prepared and trained. The funding in this bill shows that the folks in Washington know how essential their work is and what an outstanding job they all do.”

Chambliss said highlights of the bill include:

$5.9 billion for Customs and Border Protection and $3.8 billion for Immigration and Customs Enforcement;

1,000 new border control agents, in addition to the 500 provided in the supplemental;

300 new immigration/customs investigators;

460 new enforcement agents, in addition to the 168 provided in the supplemental;

Funds over 40,800 positions dedicated to protecting our borders and enforcing immigration laws: 12,500 border patrol agents, 18,200 customs and border protection officers, nearly 6,100 criminal investigators for customs and immigration; 1,300 deportation officers and nearly 2,700 immigration enforcement agents and detention officers;

$10.6 million to train new border and immigration enforcement personnel;

$340 million to support deployment of US VISIT;

More than doubles the number of ports, since 2003, operating the Container Security Initiative to 41 ports;

$3.4 billion for first responders, including grants to state and local communities, firefighters, and emergency management;

$40 million for grants to States for implementing the REAL ID Act of 2005

$5.05 billion for securing transportation, including: $2.3 billion for passenger and baggage screeners; $172 million for checkpoint support; $180 million for the procurement of explosive detection and trace systems; $50 million for the procurement and deployment of next generation in-line explosive detection systems; $1 billion for airport security direction and enforcement; $50 million for air cargo security; and $678 million for the Federal Air Marshals.

Senate Passes 2006 Homeland Security Appropriations Bill

Senator Barbara A. Mikulski and Senator Paul Sarbanes (both D-MD) announced today that the Senate passed the 2006 Homeland Security Appropriations bill, which includes key funding for Maryland’s safety. The legislation addresses several high priority items, including grants for firefighters, first responders and port security, and a major project for the Coast Guard Yard at Curtis Bay.

“As a nation fighting a war on terrorism, we need to be safer, stronger and smarter so that we are able to better detect, prevent and respond to acts of terrorism,” said Senator Mikulski. “This legislation gets us one step closer to meeting those goals by standing up for our first responders and making sure that if terror strikes, measures are in place to protect and save lives. I will keep fighting to make sure that resources are in the federal checkbook for our homeland security.”

“In Maryland and across the Nation, state, local and regional authorities continue to struggle to make their communities safer from potential terrorist activities,” said Senator Sarbanes. “In many cases, these communities have taken exhaustive measures to identify their areas of greatest vulnerability, and have made significant advances in enhancing their own preparedness and response capabilities – at considerable cost. The federal government must step up and help our states and localities in protecting our domestic homeland and this funding measure helps local communities to meet those needs.”

FIREFIGHTER GRANTS

The federal spending bill includes $615 million in federal funding for our nation’s firefighters through the Assistance to Firefighters Grant Program. This competitive program awards one-year grants directly to fire departments nationwide. Fire departments can apply for federal assistance for training and equipment, staffing, fire education and awareness programs or firefighting vehicles.

While this is $115 million more than the President requested, it still falls $100 million short of last year’s funding level. This year, approximately 20,400 departments nationwide applied for funding, requesting more than $2.6 billion in total.

In 2004, Senator Mikulski introduced an amendment to the Homeland Security spending bill that would have increased federal funding for the Fire Grant Program by $150 million, funding it at its authorized level of $900 million. Senator Mikulski’s amendment failed along a party-line vote of 48-49.

PORT SECURITY GRANTS

The bill includes $200 million for the Port Security Grant program, a $50 million increase over last year. These funds are granted to localities to finance security enhancements at critical national seaports. Over the years, Senators Mikulski and Sarbanes strongly advocated increased funding for the Port of Baltimore. Maryland has received $14.5 million since its creation in 2002.

“I've been fighting to upgrade our Port for more than 20 years,” said Senator Mikulski. “For years, my challenge was fixing the twists and turns in our channels that were a safety risk. Today it's threats that were unthinkable years ago. Keeping our Port and our people safe from terrorism is one of my top priorities.”

“While we have funneled massive amounts of money into airport security, our ports continue to pose a threat to potential terrorist activities,” said Senator Sarbanes. “These funds will help protect the Port of Baltimore and its surrounding neighborhoods as we seek to combat terror on land, sea and in the air.”

FIRST RESPONDER GRANTS

The Homeland Security Appropriations bill includes $1.5 billion in First Responder grants and funding for states, urban areas and regions. First responders use the grants for equipment training, exercises and planning costs. In 2005, the National Capital Region was awarded almost $30 million and Baltimore was awarded almost $16 million through this program.

“In my own hometown of Baltimore, every time we go to ‘Code Orange’ we have to spend an additional $500,000 a week in overtime costs,” said Senator Mikulski. “We need to protect the protectors who guard the homeland and the first place to do it is in the federal checkbook.”

“Throughout the war on terrorism our local first responders have been working 24/7 to keep our citizenry safe,” said Senator Sarbanes. “This new infusion of funding that is being made available to our localities from the federal government in this bill will help them recover some of these significant costs, as well as purchase new equipment and plan for the unfortunate potential of future terrorist attacks. Our region is highly vulnerable and our first responders have worked diligently to keep us safe. I commend them for their untiring efforts.”

COAST GUARD YARD

The appropriations bill includes funding for a $37.5 million project to be completed at the Coast Guard Yard at Curtis Bay, Maryland. This project will extend service life and increase mission performance for the Coast Guard’s aging fleet of Medium Endurance Cutters, and will ensure the survivability of the Yard for at least the next 7-10 years. The bill also includes language that recognizes the Yard as a critical component of the Coast Guard’s core logistics capability that directly supports fleet readiness.

In the next step of the legislative process, the House and Senate will meet in Conference Committee to work out the differences between the two versions of the bill. The conference report will then be voted on by both Houses of Congress. Once passed by the House and Senate, the Homeland Security Appropriations bill will go to the President for his signature.

Senator Mikulski is a member of the Appropriations Committee and the Homeland Security Subcommittee. Senator Sarbanes is a member of the Budget Committee
