It's my opinion that Sandy bought back quite a bit more than 175 million, but is not releasing it to the public yet due to restrictions on buyback volume.

There's no pump, so why dump? He'll wait till there's a little bump in price before he dumps. Assuming he will. Which isn't necessarily a baseless assumption.

Even if they did dump in the near future, I believe that would be criminal because it would be misleading to inform shareholders of a buyback only to dump later.
Just because there might be large sell off don't mean that it is BKMP. Some investors buy by the tens of millions just to sell on one or two up ticks. There's also the short traders that sell on a sharp rise with the hopes of bringing it down to buy cheap. The trick is knowing when to get out (or hold long) once it start moving.

Nothing criminal about it. As long as he actually does the buy back that he's stated, he can dump to his hearts content. Unethical? Of course. Illegal? No.

As to TopRob's question "why would they buy back and dump at the same time?"
Easy: you PR the buyback and don't PR the dilution. So the buyback gets done at .0002 and the dilution gets done at .0003--nifty flip, eh?
Sandy did exactly this last summer--he did a billion share buyback and a 2 billion share dilution. IMO, that is exactly what's going on here.
Most of you guys probably weren't around in the CMKX days but the same thing happened. The estimated o/s was 20 billion and the CEO announced a 10 million share buyback. He did buy the 10 billion back. At the same time he ran the o/s to 400 billion. Not saying that's happening here but it's certainly something to watch out for, especially since their o/s is "unlimited".

I'll give him this, if Sandy's running every trick in the book here, he's doing it expertly, and with panache. He's in no hurry, doing a lot of right things with a good product, yet pulling the same old penny stock trickery to slowly milk money out of the pockets of would be investors and flippers.

So far the only ones making any money on this issue are the brokerages and MM's in the commissions on the transactions........ .. . . Even if this issue breaks 2 billion in volume today, I doubt if the pps will move upward..... . . I hope I am wrong...GLTA
