BAE Sytems Awarded $7.8 Million Contract Modification to Manufacture Additional ILAV Vehicles

YORK, Pa. - BAE Systems has received a $7.8 million Foreign Military Sales contract modification to manufacture 20 additional Iraqi Light Armored Vehicles from the U.S. Army Tank-automotive and Armaments Command.

BAE Systems, as prime contractor, along with subcontractors Force Protection, Inc., based in Ladson, S.C., and Spartan Chassis, Inc., headquartered in Charlotte, Mich., will manufacture, test and provide logistics support for the Iraqi Light Armored Vehicles (ILAVs).

"We are pleased to provide additional ILAV vehicles to the U.S. Army destined for Iraqi military forces," said Joe Papapietro, ILAV program director for BAE Systems. "ILAV is a survivable, mobile, capable light armored vehicle that will help protect allied troops in Iraq."

The 4x4 ILAV leverages proven designs and includes a V-shaped hull designed to deflect the force of explosions away from passengers. The contract modification follows an initial order for 378 vehicles issued in May.

The total value of the indefinite-delivery/indefinite-quantity contract could reach $445.4 million and 1,050 vehicles, if all options are exercised. Work on the contract is ongoing with deliveries scheduled to continue through May 2007. The first ILAV's were delivered to Iraq 90 days after contract award.

New ‘buffalo’ roam in Baghdad

CAMP LIBERTY, Baghdad - If the Buffalo that once roamed the great plains of America had an impenetrable metal frame and a gigantic claw, they probably wouldn’t be an endangered species. In fact, they would prove quite resourceful in the global war against terrorism.

Soldiers from the 27th Engineer Company, Fort Bragg, N.C. are keeping the streets safe from improvised explosive devices with the Mine Clearing Purpose Vehicle “Buffalo,” a massive armored vehicle built to uncover IEDs and sustain their dangerous explosions.

The Buffalo was originally intended to deal with land mines, but the Army has adapted the vehicle to deal with the constant problem of IEDs. Currently, there are 14 Buffalos in Iraq, with as many as 15 being contracted for production, according to Defense Daily.

The 27th Engineers use the Buffalo to clear roads within the Commando Brigade’s area of responsibility. Sgt. Kevin Chose, a team leader with 27th Engineers, said he and his Soldiers are having a tremendous positive impact keeping the streets of Baghdad safe from IEDs.

“Every day before we go out, we say ‘let’s go find some bombs,’” he said.

“Even finding one IED makes a big difference. We know finding one saved lives. We’re all motivated to find something.”

Soldiers from 58th Engineers have already discovered and helped disarm many IEDs in less than a month, Chose said. They also helped take out several IEDs in the unconventional way: getting hit.

“We get a first hand view of IED impacts,” said Spc. Mark Campo, 27th Engineers. “It was like slow motion. I saw the cloud of debris coming towards me.”

All Soldiers in the Buffalo said they would rather have an IED hit them in a well-protected Buffalo than their comrades in a humvee.

One example of the Buffalo’s resistance to IEDs the engineers were especially proud of probably saved the lives of unsuspecting Iraqi Army Soldiers. On Dec. 4, the 27th Engineer Soldiers were approaching a suspected IED when it detonated only a few feet in front of them. No one was hurt in the attack and the Buffalo was not damaged, but moments later IASoldiers passed in an unarmored humvee. If the IED went off on the IA Soldiers, it would have been far worse, Chose said.

“It reaffirmed to me what we are doing over here,” he said. “If we weren’t there, eight or 10 guys wouldn’t be going home.”

Soldiers in the Buffalo also gained confidence in the abilities of their vehicle. A blast at such a close range would cause serious damage to a regular armored vehicle, but the Buffalo kept rolling, Campo said.

“I opened the top hatch to pull security,” he said. “There was debris everywhere, but there wasn’t a scratch on (the Buffalo.)”

The design and intention are different from any armored vehicle. The outside looks like a disgruntled trucker’s dream come true. Aside from its nearly impenetrable exterior, the Buffalo also features a remote-controlled mechanical claw used for inspecting IEDs. The inside of the Buffalo, however, looks more like a commercial aircraft than a combat vehicle. Five imitation-leather seats line the right and left windows. There is even a television monitor like those used in high-priced automobiles, used to examine potential IEDs.

Gale Aguilar, Force Protection executive officer, said the Buffalos’ success directly contributes to the Army’s decision to spend $11.8 million on new Buffalos.

Back from the Bahamas and vacation... nice to be tan and relaxed.

I see the shorters are still at it here... but they will be surprised shortly. There is a release from the Marines that FRPT will get another order for 64 Buffaloes. Also, earnings come out in 3 weeks. Finally, if you listened to the SPAR conference call when they released earnings, they indicated that FRPT was giving them MORE business than what has been PR'd... And another analyst has given a $10.50 price target.

IED-resistant vehicles speeding to war zones

WASHINGTON — The military is rushing armored vehicles with specially designed hulls to Iraq and Afghanistan to limit the damage from roadside bombs, the No. 1 killer of U.S. troops.
The bombs, which the military calls improvised explosive devices, or IEDs, have killed or wounded thousands of troops and shredded conventional military vehicles. The new vehicles have a V-shaped hull, which disperses the force of an explosion and helps keep the vehicle from flipping over.

"It's just going to be the standard for any vehicle on the battlefield over the next 10 years," John Pike, a military analyst at GlobalSecurity.org in Alexandria, Va., said of the V-shaped hull.

Not only are lives at stake, but also millions — and potentially billions — of dollars.

The Pentagon's Joint IED Defeat Organization is spending nearly $3.5 billion this year to combat IEDs. Pentagon records show that since the wars in Afghanistan and Iraq began, 1,074 troops have been killed and 11,513 others wounded by insurgent bombs.

A major Pentagon supplier of V-shaped vehicles is 9-year-old Force Protection of Ladson, S.C. The Pentagon says the number of the company's Buffalo and Cougar V-shaped vehicles in Iraq is classified, but public records show the military has bought almost 300. That compares with more than 35,000 Humvees, the military's main multipurpose vehicle, in Iraq. The Buffalo vehicles cost $750,000 apiece, about five times the cost of an armored Humvee, which is smaller.

Force Protection says nobody inside a Buffalo has been killed in Iraq or Afghanistan despite encountering thousands of IED blasts.

Retired general Montgomery Meigs, head of the anti-IED organization, said the Buffalo's armor and shape make it "a lot more robust than the Humvee."

Foreign companies, many of them in South Africa, have been the leaders in developing the vehicles. Some of the Pentagon's largest contractors are marketing V-shaped vehicles with foreign partners. They include:

•AM General, the maker of the Humvee, is pitching to the Pentagon a V-shaped armored car called the Cobra. It is made by Otokar, a Turkish company, and uses a Humvee drivetrain.

•Oshkosh Truck, which makes many of the military's trucks, has partnered with ADI of Australia to market the Bushmaster armored vehicle.

•Blackwater, a private security firm that protects U.S. diplomats in Iraq, developed is own vehicle, the Grizzly, which it will send to Iraq soon.

Sen. Lindsey Graham, a South Carolina Republican and a member of the Armed Services Committee, pushed the Pentagon to buy the Buffalo and Cougar.

Graham said the Pentagon has acted quickly to deploy the vehicles, without the kind of delays seen in sending body armor and armored Humvees to Iraq.

"This is an example of where (the Pentagon) has gotten it right," Graham said. "They're doing it as fast as they can."

Watch FRPT in the coming weeks and months because of this announcement. Rumsfeld was all about up armoring Humvees... now the DoD and Dems will move fast to get the Army the vehicles they need to win now.
