Trading started a little better this morning 735k shares already and 536116 where buys at .0049 and the rest where .0047 ..
Might be a green day here today...

Oh yeah,....they are definitely the same.
They must use a generic response, or the same IR.

Basically it's just saying that they exhausted their available pool of stock shares saleable under Rule 504 of Regulation D of the US Securities and Exchange Commission.

Now, they both should move.
