WASHINGTON - The federal government plans to begin doling out debit cards worth $2,000 each to adult victims of Hurricane Katrina, The Associated Press has learned.
Homeland Security Department Secretary Michael Chertoff descibed the plan in a conference call with state officials Wednesday morning. The unprecedented cash card program initially will benefit stranded people who have been moved to major rescue centers such as the Houston Astrodome.
"They are going to start issuing debit cards, $2,000 per adult, today (Wednesday) at the Astrodome," said Kathy Walt, a spokeswoman for Texas Gov. Rick Perry.
The cards could be used to buy food, transportation, gas and other essentials, according to a state official who was on the call and requested anonymity because the program has not been publicly announced.
The available money — $13 billion in all — will be distributed from the federal Disaster Relief Fund, said FEMA spokeswoman Natalie Rule. She said FEMA was setting up registration centers in shelters in Houston and Dallas where evacuees could obtain the cards.
FEMA is working to set up similar registration centers in other shelters across the country, Rule said, and evacuees can also get the debit cards by calling 1-800-621-FEMA or going to the agency's web site at http://www.fema.gov.
The cards will be issued on a one-per-household basis, Rule said, and are open only to victims who were forced from their homes during the hurricane and its aftermath. As a safeguard against fraud, FEMA will use aerial photographs of devastated areas to verify that the refugees were, indeed, forced from their homes in cases where they cannot provide documents to prove their losses or identities.
"We've got a huge population of people that have been evacuated with very little by way of possessions and we have to have a way to make sure these people can function," Rule said. "If there are those who are out there to cheat the system, that is going to be very disappointing. But the main goal is to get the aid out."
In Boston, Gov. Mitt Romney said the cards will be offered "to people in shelters as well as people who are not in shelters but who have evacuated the area and need help." He said the hope is the cards will encourage people to leave shelters voluntarily.
It's unclear how much the debit card program will cost the government, but it's likely to run into the hundreds of millions of dollars since hundreds of thousands of people have been displaced.

Oh man! That CNN bit about stored value cards is *really, really, really, really* encouraging for this stock!
I agree that even if there is no mention of ICMH, this gains national attention and gets people to look at the opportunities available with these types of cards. And, since ICMH is pretty well positioned to take advantage of that....Wow!
I feel MUCH better today! So glad I held on and am going to continue to hold on until Doug releases that PR and beyond now! BTW: I'll believe the PR when I see it since no words like "absolutely" were dropped in conversation with you Lil!

Close at HOD 17... nice. I am really liking the chart as it has shown a strong turnaround and quick bounce to above our previous support at 15!
Just yesterday I said how bad the chart looked and it has turned around in 1 day! That is how quick things happen in pinkie land! When the chart is looking the worst, it sometimes spells a great buying opportunity!
Now, the MACD is turned around and diverging positive, the stochs are heading up, the CCI and Williams%R both turned out of oversold... all the indicators show that this is heading for positive gains! For those that have been hanging in here with me...cheers to you!
Here are the last 2 trades which are by no means small ones... I think this will continue up tomorrow and Friday in anticipation of news next week.

Hey Bowl -- you were lucky to be over there. As a teen I met a couple of girls from over there and picked up a bit in writing. There were these two blonde twins from Austria that gave me a lifetime of fantasies (none of them fulfilled unfortunately). Anyway if it weren't for Babelfish I wouldn't know what I was doing. I have Kraut in my blood though, and they are on the whole pretty damn interesting people.

I had friends in high places that took me to Germany instead of someplace like Korea (no offense to you guys that once went elsewhere, but Germany was F'ing GREAT!)
The question that was asked of me after Airborne training (got dropped for a knee that busted from running in boots) by my high places Uncle (He was second in command for the nations Army Reserves at the Pentagon at the time) Q (from him): Where do you want to go now? A (my answer): Wherever is nice! Q: Ever been to Germany? A: No, but I hear it's beautiful and is easy to get around Europe from there. Q: Expect your orders in 3 days. If you don't have new orders cut for you, call me back.
He has since passed on, but what a ride he sent me on!

That was one of my life's regrets. I was told by several recruiters told me after the ASVAB in high school that I could do anything I wanted to given my scores. Then they found out I was colorblind and they told me I would never be able to get any advanced training. So I moved on. Come to find out later that my grandfather was colorblind and made full-bird. Would have really enjoyed service and can't help but think of how different my life would be today because of it.
Strange how things work out. Who would have ever thought that a hurricane would help a burgeoning stored value debit card company?
HEHEHE had to have some kind of segue back into the stock so I don't get flamed for babbling off-topic

The more I think about this, the better it gets. IF (and that's capitalized on purpose) Doug has a set of strong PRS ready to release early next week, then the timing could end up being really really nice.

Hey everyone, just spoke with CaptNemos and he says hi. Just wanted to let everyone know he may be coming back but has some other things going on right now. Anyway, I asked him about ICMH, he looked it over and from what he saw, he thought it looked pretty good. Just thought I'd throw that out there. I did pretty good on his picks in the past. So, I am hoping he comes back soon, which he may. For you guys that may not know him, he is one of the good guys that used to post here but got sick of being bashed when his picks didn't pan out.
