Don't forget there were 4.5 million shorts as of Jan 15th on OTCBB, which is a pretty freaking big number on a $20 stock. I would imagine those shorts would be doing all they can do get the price down, and new shorts would as well. Although once they decide to cover... Look out...

I still stand by that.. but won't put my Allstocks membership on the line. How about, if it doesn't hit $30 by end of March, I'll go on 2 week probation?

Hmm, as an owner of a lot of FRPT stock I want to see $30, but one month without Repo seems pretty nice too. Hopefully it'll top out at $29.99 until June 2nd

U.S. Marine Corps Awards Force Dynamics Vehicle Contract for Test and Evaluation Tuesday January 30, 8:45 am ET
LADSON, S.C.--(BUSINESS WIRE)--Force Protection, Inc.--on behalf of Force Dynamics, L.L.C.-- today announced it has received a four-vehicle delivery order from the U.S. Marine Corps for testing, production and sustainability for its Mine Resistant Ambush Protected (MRAP) vehicle program. The Force Dynamics joint venture expands on an earlier agreement between leading defense manufacturers Force Protection, Inc. (NASDAQ:FRPT - News) and General Dynamics Land Systems, a business unit of General Dynamics Corporation (NYSE:GD - News).
Under the Indefinite Delivery, Indefinite Quantity contract, Force Dynamics will immediately supply two each of its Cougar Category I and II vehicles with possible follow-on delivery orders of up to 4,100 MRAP vehicles.
"We are pleased to provide the Marine Corps with test vehicles for this extremely important program," said Force Protection CEO Gordon McGilton. "MRAP vehicles will save countless lives, and Force Dynamics has the technological and manufacturing capacity to immediately deliver them."
The Marine Corps serves as lead agency for procurement of the current MRAP vehicle program, with the U.S. Army conducting vehicle evaluation. MRAP requirements include increased survivability and mobility of troops in the face of improvised explosive devices, roadside bombs, land mines, and small arms fire.

It's just red tape. They have to follow the procedures of the contract. However, if you notice they say they will deliver their vehicles "IMMEDIATELY".
Then, there is a clause in the solicitation that allows for the DoD to skip the testing phase and award follow on contracts.

They are following the procedure of the solicitation. They will deliver the vehicles "IMMEDIATELY". The DoD will waive the testing. They will recieve a follow on order.
As a result of MRAP source selection (as described in Section M), the Government may award one or multiple ID/IQ contracts to successful offerors. These initial ID/IQ contracts shall include an initial funded base quantity of vehicles (2 of each type) that shall be used for Performance Verification Testing (PVT) as described in the Performance Specification and Section C. Upon completion of this testing, the Government may award follow-on delivery orders (which may include awards under more than one ID/IQ contract), above the initial contract minimum order. Delivery Orders will be issued in accordance with FAR 16.505. If the Government elects to award these follow-on delivery orders, the following criteria shall be used as the basis for deciding how to place these orders (in descending order of priority):
• The Contractor or Contractors vehicle systems that demonstrate the best overall performance in PVT testing (with survivability being the highest priority) • The Contractor or Contractors that demonstrate the greatest capability to produce and deliver vehicles with the shortest ramp up time and greatest maximum production capacity, in order to meet the urgent delivery requirements for these vehicles.
Funding availability/affordability will also be a consideration in making the business decision as to how to proceed with an order or combination of follow-on orders.
