WASHINGTON - Despite extensive efforts to improve security in the aftermath of the Sept. 11 attacks, the nation's seaports remain highly vulnerable to terrorists, a congressional investigator told senators yesterday.
Poor planning, communications lapses and a lack of clear goals are hampering efforts to make U.S. ports safer, said Margaret Wrightson, the Government Accountability Office's director of homeland security and justice issues.
Testifying before a Senate committee, Wrightson warned that seaports represent a possible conduit for terrorist groups to smuggle weapons of mass destruction into the country. She also warned of the economic consequences of any disruption of the flow of commerce.
"A successful attack on a seaport could result in a dramatic slowdown in the supply system, with consequences in the billions of dollars," she wrote in a report to Congress.
The GAO warning came the same day a bipartisan group of senators introduced legislation to step up transportation security, with an emphasis on ports and railroads.
Among other things, the bill would require importers to provide more information about cargo shipments before they are loaded at foreign ports. It would also require that federal grants through a port security program be based more strictly on risk. The program has come under fire for funding wasteful projects.
The measure would also require all Tier 1 ports - a group that includes Baltimore - to establish joint command centers to share intelligence and coordinate the security work of various agencies. Witnesses at yesterday's hearing said the approach had been highly successful in the port of Charleston, S.C.
Among the legislation's co-sponsors are Commerce, Science and Transportation Committee Chairman Ted Stevens, an Alaska Republican; and Democratic Sens. Daniel K. Inouye of Hawaii and John D. Rockefeller IV of West Virginia.
The three lawmakers expressed dissatisfaction yesterday with the Bush administration's handling of port security issues. Stevens suggested that a fee on imports, similar to the one paid by airline passengers, might be necessary to pay for adequate maritime and port security. "There's no question that the system needs more money," he said.
In testimony yesterday, the senators heard about a range of problems affecting port security.
The GAO said a backlog in security clearances for officials and executives outside the federal government has created a significant barrier to sharing intelligence about potential threats.
Rep. C.A. Dutch Ruppersberger told the Senate panel that it can take more than a year to get a clearance application approved. The Maryland Democrat, co-chairman of Congress' port security caucus, said the federal government has a backlog of 450,000 applications for clearances - affecting ports as well as other homeland security efforts. "We're still using a security clearance system set up to fight the Cold War," he said. "Information-sharing is one of the most important aspects of intelligence."
The GAO said that since the 2001 terrorist attacks, the Coast Guard has established maritime security committees in large and small ports nationwide. But of 359 committee members identified in October as needing security clearances, only 28 had applied as of February.
The GAO said that the committee members - mostly state, local and port officials and members of private industry - did not understand the clearance process and that Coast Guard officials did little to help them because they didn't see it as their role.
The GAO said that since being shown a draft of its report, the Coast Guard has taken steps to expedite the issuance of clearances.
Lt. Andrew Ely, a spokesman for the Coast Guard's Baltimore sector, said security clearances are not a problem in the Maryland port, where 84 percent of committee members have obtained them and three members are waiting for clearances.
The GAO also was critical of other agencies involved in port security issues. For instance, it said a lack of communication within the Transportation Security Administration and the Department of Homeland Security had contributed to the government's failure to meet its deadline for developing a uniform identification card for transportation workers.
The GAO also took the Bureau of Customs and Border Protection to task for failing to develop a plan to recruit and train staff to more closely monitor goods shipped in containers.

Oh my gosh! What's a girl to do? I've only been trading stocks since Jan and I'm a small time investor (25000 shares of HISC). I really think that HISC has great long term potential and I bought this stock with that in mind. I really liked that it has had slow and steady upward movement but today its shot up so fast that I'm not sure what to do. Since I usually make the wrong decision, I thought I'd ask the experts (that is if you don't mind sharing your wisdom). My first thought is to hold because I think its going to go much higher but the little voice inside my head is singing "take the money and run"...

One thing I have learned is go with your gut feeling! Ask yourself why did I get into this. You stated that you believed it could go very high.
Good example a month ago, my gut feeling said get into GRGR (.19) I asked a good friend and he looked at and told me get into NMKT, needless to say NMKT still the same and GRGR hit 1.30 today.
Use the Force ... yes, he's still my friend.

I like that...I'll have to remember to "use the force".
I kinda compromised with myself. I sold half of my shares to get my investment back and I'm going to keep the free shares for the long term potential profit.

Yesterday someone was asking the same question when it was .039 I told him instead ofwatching get in, who knows if he did or not. We had a strong finish on 7-10 million shares the last 45 minutes. So today we should see a good 10-15% gain for the day. Then next week we move to the dime club.
