I read this a few times and thought about it. This means that if they don't cancel, the national-rollout happens.

The term is that the national roll-out will happen after the pilot program

Through the end means that the terms they set (for pilot testing then going to a roll-out UNLESS decided not to) are carried out until the 15th, and then they continue to be carried out.
If you ask me, it's just wording that got you confused. I don't remember exactly what it says before and after that, but it means that if they don't cancel it, the program will keep going, and that means national-roll out. How fast and how much, no clue. I'd assume they'd follow the original plan on that one.
