It's most likely dumped by a new investor who thoght the stock would run right away. When the stock did not go the way he wanted, he was mad and called names; when the stock dropped a few ticks, he got panic and sold at ask. This game is not for every body -- if you can not take the heat, stay out of the kitchen. I believe IPHE will run like PAIM, it just needs more time for consolidation and will run in several legs.

You can't blame the newbie for dumping. I have just to save some of my initial investment, and I haven't dumped and lost it all because of that "feeling" it would rise again.
I still think of myself as a new investor sometimes. I've been around here in pinky land for a few years and find that there are several things that still bother me:
1. A stock that should go up, but get's the shaft due to unknown dilution. I end up holding a worthless bag.
2. Scumbag promises (e.g lying CEOs).
3. Stocks that drop for no apparent reason (e.g manipulation).
This one has a decent A/S and O/S and there has been minimal dilution. Also has nice news, recent pinksheets filings, plans to uplist, and decent rumor that'll run it again.
