SEC Approves New Rule 3210 Applying Short Sale Delivery Requirements to Non-Reporting OTC Equity Securities; Effective Date: July 3, 2006 Executive Summary
On April 4, 2006, the Securities and Exchange Commission (SEC) approved new Rule 3210, Short Sale Delivery Requirements, which applies short sale delivery requirements to those equity securities not otherwise covered by the delivery requirements of Regulation SHO, namely non-reporting OTC equity securities.1 Rule 3210, among other things, requires participants of registered clearing agencies to take action on failures to deliver that exist for 13 consecutive settlement days in certain non-reporting securities. In addition, if the fail to deliver position is not closed out in the requisite time period, a participant of a registered clearing agency or any broker-dealer for which it clears transactions is prohibited from effecting further short sales in the particular specified security without borrowing, or entering into a bona-fide arrangement to borrow, the security until the fail to deliver position is closed out.
Rule 3210, as adopted, is set forth in Attachment A of this Notice. Also included in this Notice is information about the list of non-reporting securities that meet the requirements of Rule 3210 ("Rule 3210 Threshold Securities List") that NASD will publish. The rule becomes effective on July 3, 2006.
Questions regarding this Notice may be directed as follows: for questions regarding Rule 3210, contact the Legal Section, Market Regulation, at (240) 386-5126; or Office of General Counsel, Regulatory Policy and Oversight, at (202) 728-8071. SBSH about to eat it. Its so obvious he shorted the pizz out of this and been trying to cover. They tried to keep the big spread on to deter buyers but it isn't working anymore. Today is just what this stock needed & SBSH is about to take it up the azz! Chart looks sweet and finally broke the upper trend line. Looking good for a nice move up, IMO

Jumped back in this this morning at .003. Liked the way the bottom bolly curled up last week even as it was falling. This has always traded above the bottom bolly so hopefully it continues. Bid got real thick today at .003. I think we may have found bottom finally, I hope.
P.S. Filled an old gap today too.

In at .003. Hopefully this is the bottom and we see this up 50% in the days to come. If not, double down if it gets to the mid 20's and watch this soar

agree, MM's worked hard to push this down today as there seemed to be good buying pressure. I think MM's have wanted this to close below .003 for a long time to fill in old gap in the chart and now they got. I have a feeling this may take off soon. Have been told they have a barrage of news waiting to release but they are waiting for the cusip and symbol change to come through. They have the new number already, just waiting on the paperwork and legal end to come through. There hoping it's done yet this week but is looking like it may be the following, we'll see. It's out of there hands, they have to wait like the rest of us. They've done there part.
