He meant there are:

2 MM's at .022 on Bid
1 MM at .024 on Ask

This is relevant cause it shows where buying pressure is at right now. It is also relevant because we had 2 MM's at .024 a little bit ago which says that wall is becoming thinner and (hopefully) easier to break as long as pressure continues.
