Activists: Firms getting rich off of selling water

BY GUILLERMINA GUILLÉN/EL UNIVERSAL
El Universal
November 11, 2005
One of the first things tourists learn when they come to Mexico is "don't drink the water."

However, local authorities say the capital's water supply is fit for human consumption and the widespread belief among both tourists and locals is fueling the nation's lucrative bottled water industry.

Worldwide, Mexico is the second largest consumer of bottled water, and activists are concerned the precious resource is quietly being privatized.

In the 1990s authorities increased the chlorine content in drinking water as a safety measure following a cholera outbreak across Latin America that killed 552 Mexicans. The resulting unpleasant taste spurred a jump in the consumption of bottled water, and has given an edge to private companies.

"We are facing a silent process of privatization. As a foreigner, I ask if I can drink tap water in Mexico, and everybody says no, so I buy it," said Costa Rican Javier Bogantes, director of the Latin American Water Board which argues that water is a human right and should not be privatized.

"I doubt that there is a public entity that could supply water to the entire population in Mexico," he said.

Although the government calls the resource a matter of national security, in recent years multinational companies such as Coca Cola, Pepsi, Danone and Nestle have been taking over the job of supplying the population, for a price.

"If a population of 24 million people (the metropolitan area of Mexico City) is supplied entirely by bottled water, that's a big business that can make enormous profits," said Bogantes.

"It is important that communities defend their right to this vital liquid, and demand that the government comply with its obligation to supply water to everyone," he added.

Armando Monroy Hermosillo, director of biological and health science at the Autonomous Metropolitan University (UAM), accuses the local government of failing to adequately inform the public that much of the water coming through the faucet is safe to drink. This lack of information pushes people to buy bottled water.

Water rights are the focus of increasing attention internationally. In global comparisons, Mexico is the only Latin American country that depends primarily on bottled water. Its residents drink 170 liters annually per capita, or 5.6 billion liters.

Worldwide, Italy tops the list with 183 liters per person. After Mexico, nations that consume the most bottled water per capita are the United Arab Emirates, Luxemburg, France, Spain, Germany, Lebanon, Cypress, and the United States.

In Spain, the Consumer Action Federation (Facua) recently demanded the Health Ministry cease promoting some brands of bottled water that were marketed as "miraculous tonics" because they "create unfair competition for tap water."

In 2002, Spaniards consumed more than 4.5 million liters of bottled water, equivalent to 136 liters per person, according to the Beverage Marketing Corporation.

"If people pay for water service in their home, the government should commit to delivering a high-quality resource, instead of helping to make private companies rich," said Monroy. "If we are willing to pay seven pesos for a bottle, why wouldn't we be willing to pay the real price of the water that flows through our pipes?"

Alejandra Serrano Pavón, an attorney with the non-governmental Mexican Environmental Rights Center (Cemda A.C.), said that the process of privatization has been tacitly endorsed by the director of the National Water Commission, Cristóbal Jaime Jáquez, who previously worked in the sector.

She said there are no legal impediments to handing the resource over to private initiative under Mexican law. However, she said that international law defines access to water as a human right.

Community groups against the privatization of water resources are preparing for mobilizations in the lead-up to the Fourth Global Water Forum which Mexico will host in March of 2006, Serrano added.

Puebla Government Officials Embrace SSWM Environmental Cleanup and Emergency Response Program at LA World Affairs Council Forum

CARLSBAD, Calif., Nov 21, 2005 (BUSINESS WIRE) -- Sub-Surface Waste Management of Delaware, Inc. (OTCBB:SSWM), an innovative environmental cleanup company capitalizing on its patented technologies registered in Mexico with SEMARNAT, a Federal regulatory agency overseeing environmental compliance nationwide, presented its Environmental Cleanup and Emergency Response Program at the Los Angeles World Affairs Council Forum to the Governor of Puebla, Ministers of government, ambassadors and other dignitaries who whole-heartedly supported SSWM efforts to help Puebla proactively solve pressing environmental priorities using local labor forces and resources in partnerships with SSWM technology.
The Los Angeles World Affairs Council promotes greater understanding of current global issues and their impact on the people of Southern California by inviting authoritative, influential figures in world affairs to Los Angeles and providing them an open forum. For more information, visit their website at www.lawac.org.

Bruce Beattie, CEO of SSWM, stated, "This meeting was an excellent opportunity for Mario Marin Torres, Governor of the State of Puebla, Mexico to present the business opportunities in Puebla, and also for SSWM to speak with top government officials about its plans to help solve Puebla's environmental problems. Amidst the many local and Puebla governmental dignitaries, local and international press, financial investment groups and other business development groups, we were able to speak directly with the governor multiple times, and he was very excited about our programs, particularly the Emergency Response Program, which could employ up to 400 Pueblans."

Beattie further commented, "We also chose this forum to announce the formal opening of our Puebla office and the Governor offered to cut the ribbon at the official opening in December. We are all very excited about the support, enthusiasm and pro-active environmental stance of the Governor and his staff for SSWM and its efforts to help Puebla become more attractive for foreign investment and a desired location for foreign manufacturing and service industries. Our close working relationship could show significant results in 2006 as we progress from assessment to engineering design to cleanup contracts in Puebla. I have never felt more confident about our future as I have after this excellent meeting with the Governor!"

Toxic Flow Reaches Chinese City; Oil Company Blamed
By DAVID LAGUE
International Herald Tribune

BEIJING, Nov. 24 - The Chinese government's decision to cut potentially contaminated supplies of fresh water to a major city has highlighted the threat that industrial pollution poses to public health and economic development across the nation.

Almost four million people in Harbin in northeastern China are expected to be without running water until late Saturday after a chemical plant explosion on Nov. 13 contaminated the upper reaches of the nearby Songhua River with toxic benzene.

A 50-mile stretch of the river carrying the benzene reached Harbin this morning, Shi Zhongxin, director of the city's water bureau, said on state television, according to the Associated Press. The contaminated water was expected to take 40 hours to make its way through the city.

State media reported Wednesday that the local government ordered the shutdown starting at midnight Tuesday in Harbin, which is internationally known for its annual ice sculpture festival in January.

China's Environmental Agency confirmed that the river, which supplies the city, had suffered "major water pollution," the official New China News Agency said late Wednesday. But contaminated water had not reached the city, it added.

Before water was disconnected, residents were encouraged to store water in buckets and other containers, while the local authorities trucked in thousands of tons of bottled water. In panic buying Monday and Tuesday, customers stripped supermarkets and stores of bottled water and other beverages.

The airport and railroad stations were reported Wednesday to be jammed as residents tried to leave.

The New China News Agency reported that schools would be closed until Nov. 30, while 15 local hospitals had been placed on standby to handle any poisoning cases.

On Wednesday evening, Harbin temporarily restored water supplies to allow residents to stock up.

The shutdown is a potential threat to heating systems in Harbin, one of China's coldest cities, where day temperatures are already below freezing as winter approaches. The local authorities have ordered heating companies to ensure that they have adequate reserves of water from wells to maintain supplies of hot water to buildings.

The chemical plant explosion, 236 miles upriver, killed 5 people and forced 10,000 others to evacuate, the state media reported.

The threat of contamination to Harbin is a reminder that with its booming economy, China is facing a huge environmental challenge.

The combination of rapid industrialization, a vast population and intensive agriculture has led to some of the world's worst air pollution, widespread shortages of fresh water and soil degradation.

Pollution and contamination have exacerbated China's water shortages, which environmental experts and even senior officials say could threaten economic development. Data from monitoring stations in the country's seven major river drainage zones showed that 44 percent of rivers were polluted.

"Many lakes and water courses contain an excess of nutrients and need treatment before they are suitable as freshwater sources," the Organization for Economic Cooperation and Development said in a Nov. 14 report on Chinese agriculture.

Senior Chinese leaders, including President Hu Jintao and Prime Minister Wen Jiabao, have adopted environmental protection as a government priority, and they have repeatedly called for China to switch to economically sustainable development policies.

Specialists say China has some of the best environmental laws in the world, but the sheer scale of development, inadequate planning, corruption and poor enforcement often result in uncontrolled pollution.
