Anyone want to guess when L2's will become free for anyone and any exchange?

It doesn't require much from the brokers to offer it to you. You pay the fee and its immediately there for you to use. Is it really that much of a hassle to offer it for free then? Someone could get a huge share of the investor market if they offered cheap trades, say 9.95, and free L2's.
