I often hear a low float is good. What is a good ratio of floating shares and outstading shares and insider shares. Example if there were 10,000,000 outstanding and 1,000,000 foat , would 10:1 be good.

There was a discussion on CMKX III pg 5 on this.
Float is " catagory" of O/S" I don't believe anyone refers to a ratio when discussing it, unless you are getting ready to present a new trdaing strategy.
On the penny board a high float & high volume are essential. Not so big boards althought you need enoygh volume to be able to get a reasonalble fill say 1 day. I have seen a number of stocks with 1000 volume really that might be only one person making a trade.
