Is there a certain amount of shares a company can issue to the public? If so where can I find this info?

Also, I know shares outstanding are the number of shares that are out to the public and people own. Please correct me if I’m wrong

Yes, there are a certain number of shares that a corporation is authorized to issue. Then, there is treasury stock, which are issued shares that were subsequently repurchased. Treasury stock can be either re-issued or retired. Treasury stock can be found on the corporation's balance sheet, however, I'm not sure if the total authorized share figure is shown on any financial statements. You can possibly call the corporation's investor relations department for more info on that.
