I was going to sell some shares of a company...SEPR...and when I go to place my order it says "Available shares Uncommitted" when I preview it. However, when I hit place order, it lets me place the order, so what the crap is going on?

Ya need to call your broker... Personaly I have never had the problem as you describe...
