As you know, under 504 a company can only do $1 million in a 12 month period. The current million dollar 504 was initiated back in late November, PRIOR to the February 1, 300-1 reverse split. Approximately $400,000 was raised between the initiation and late January while the stock was trading around $.25 split adjusted.After the reverse split, the float was only 4.1 million which included the first 400k funding stock.
After this round A second traunch was begun in late March when the stock dropped sharply and the volume picked up. The average price of this part of the funding was around .035 and it also raised around $400,000 for an additional 12 million shares leaving the float prior to this last round of funding around 16 million shares. That would leave only around $200,000 left that could be raised on this last round. In the past four days the total volume was 72 million. If you assume 40 million of that volume was 504 shares and an average price of .0045 that would mean another $180,000 was raised, and a float now of around 65 million.
Allowing for approximations on the numbers from the prior two rounds of funding, the million dollar annual limit should just about be reached. With no more 504 funding available until Dec of this year.

Problem is those retail customer that are trying to buy are either getting small partial fills or no fills at all. It seems like some covering is going on and when it's done it should move back up.

If, however, in both cases, the prices during the session start coming below the benchmark, avoid buying. Sell if you feel a definite tendency in prices to close the day below the benchmark.
The third case of confirmation is rarely observed. The market opens with a big downward gap suggesting a very bearish day, and the day ends with a long white candlestick, but still closing below the previous day’s close. However, such a day satisfies the third confirmation criterion and in this case the closing price of the long white candlestick will be taken as the price of confirmation.
If one of the three confirmation criteria is not fulfilled, or in case of a black candlestick or a doji on the confirmation day, the BUY-IF alert remains valid, however without confirmation and the three confirmation criteria are then sought in the following day. The only exception is the long black candlestick. Any long black candlestick following a BUY-IF alert makes it (the signal) void and invalid.
