The UATV network is a cutting-edge broadcast network that targets the 80 million urban consumers from the African-American and English-speaking Hispanic markets. The company recently announced an agreement with Nielsen Media Research to provide measurement to advertisers for its urban programming.

I also got some interesting info on second quarter advertising sales......
"Our primary source of revenue is the sale of advertising and programming time on our network and local stations. Our revenues are affected primarily by the advertising rates that we are able to charge for national advertising commercials on the Urban TV network and that the television stations we manage on a local basis are able to charge as well as the overall demand for African-American and Hispanic television advertising time."
"Seasonal fluctuations are also common to the broadcast industry and are due primarily to fluctuations in advertising expenditures by national and local advertisers. The first calendar quarter typically produces the lowest broadcast revenues for the year because of the normal post-holiday decreases in advertising.
Currently most of our network advertising has been sold to direct response and per inquiry advertisers. Going forward, we plan to deploy a network advertising team consisting of account executives that will solicit advertising directly from national advertisers as well as soliciting advertising from national advertising agencies. Locally managed stations will also have account executives that will solicit local and national advertising directly from advertisers and from advertising agencies in the local markets. "
The second quarter is right around the corner, these guys a re pushing to have there pps back up to 0.10.

Company website has map of US outlining states where Urban Television Network is now available. Almost half the continental states boasts the network, as well as Alaska. Scheduling appears to be very diverse, appealing to a targeted audience.
