LEXINGTON, Ky., Nov 23, 2004 /PRNewswire-FirstCall via COMTEX/ -- Plasticon International, Inc. (Nasdaq other: PLNI) announced today that on November 10, 2004, the Company successfully sampled the proprietary XyloX material in several of its rebar support molds. Plasticon previously announced on October 12, 2004 its intention to acquire XyloX of North America, Inc., a company that produces thermoplastic elastomers from crumb rubber and scrap plastic. This acquisition will enable Plasticon to develop new rubber/plastic composites using 100% recycled material.

hope this takes off i been haveing this for like 6 months when it was wkdh it always goes down on news for some reason my average on this is around .04 just could never average down on it and i dont think we will ever see my entry but i can always hope lol

BREAKING NEWS:

Plasticon International, Inc. has entered into and begun to fill orders for plastic supports on an exclusive distribution agreement with the largest US building products distributor. The initial commitment of $5.3 million includes the US, Puerto Rico and Caribbean, which will establish a solid base of distribution for the company and greatly enhance brand exposure of their plastic accessories. Plasticon's products will be carried in national retail outlets that over the next 2 years will be supplied by 63 distribution centers located throughout the country. Each center by average, represents a potential order of $300,000 wholesale or a total of $18 million annually without factoring reorders or special product requests for the US Market alone. As well, current negotiations for Canadian orders represent an additional potential of $2-4 million a year.

THE COMPANY

Plasticon International, Inc. designs, produces, and distributes high-quality concrete accessories, transportation signage, lumber and office supplies which are all produced from recycled and recyclable plastics. INVESTMENT THESIS

The concrete industry is massive, used worldwide in all types of construction. The total US market is priced in the hundreds of billions of dollars, but concrete by itself offers little structural support without reinforcement consisting of rebar and rebar supports. The concrete construction market for rebar supports was approximately $27 billion in 1993. (Concrete Reinforcing Steel Institute)

Rebar supports are used to ensure the proper height placement of rebar horizontally and vertically in concrete. If the proper height is not achieved as specified by engineering, the concrete will not achieve its structural strength.

There are many compelling arguments for the use of Plasticon's plastic rebar supports which include the following:

* Plasticon produces supports that offer 100% flexibility where grinding is likely or matching is necessary. Metal tips will never be exposed, eliminating the possibility of rust after the grinding of concrete and/or because of defective plastic tips or epoxy.
* Plasticon's plastic supports do not deflect and therefore eliminate on grade measurements. This feature reduces labor expense on placing. Contractors have estimated metal support deflection at 6% of total volume.
* Plasticon's supports have zero percent water retention, thus are very desirable in climates of moderate to heavy exposure, (e.g. northern climates, coastal areas and waste water treatment facilities). All other materials, including epoxy coated supports, allow varying levels of water retention causing rusting and subsequent spalling (metal rusting in concrete resulting in voids).
* All other plastic supports are generally made using commodity plastic resins. These resins do not have the durability, dependability and resistance that Plasticon's have when subjected to extreme heat or cold.
* Plasticon's all plastic supports are designed allowing for intersecting, popular in DOT projects.
* Plasticon's supports are made using recycled resins, when possible, from major resin manufacturers among other sources. Plasticon's engineered resin technology makes their supports the strongest on the market.

Plasticon's supports eliminate the need for epoxy coated, stainless steel, galvanized, plastic tipped, plastic dipped and wire supports.

More to the heart of the matter is the issue of corrosion damage. Expensive results of corrosion effects governments, businesses and ultimately the taxpayer every year. A study funded by the Federal Highway Administration looked at those sectors of the US economy that had the highest costs in corrosion damage and found that corrosion costs are twofold. The first costs occur in the planning phase when choosing building materials. The secondary costs occur in the construction phase, when the implementation of inspection monitoring and the replacement of damaged structures occur. Another finding of the study, highlights the need for action to be taken to address these issues.

If metal supports in concrete do not become contaminated with salt water they will last as long or longer than the rest of the structure. When salt water comes in contact with metal supports inside concrete an electrical current is formed between the salt and metal and the concrete becomes electrically charged. As the current cycles back and forth between the positive and negative charges it corrodes and consumes the steel rebar or other metal supports encased in concrete. As the metal supports deteriorate the load bearing strength of the concrete progressively weakens until either the supports are replaced or failure occurs. During the corrosive process the rust bi-product, red oxide, can grow to four times the size of the original steel, and can exert up to 4,000 psi (pounds per square inch) pressure on the surrounding concrete. This pressure cracks and buckles the concrete, opening easier access for the encased steel to be penetrated by salt, often leading to structural repair and possible premature structure condemnation.

As figure 2 shows, when a metal chair is used to support the rebar, the area of electrically charged metal is much greater then when a plastic chair is used (figure 1). This vast reduction in electrically charged areas mean a vast reduction in total overall cracking and delamination, thus reducing the admittance of salt laden water and further rust and corrosion. Plasticon's all plastic supports minimize corrosion and maximize the life span with unmatched cost effectiveness. (Figures refer to use of steel rebar)

The Dielectric (does not conduct electricity) properties of Plasticon's supports are quickly becoming a considerable factor in product choice. Where states such as New York and New Jersey have adopted code requirements for using "dielectric" concrete accessories, the potential for other states to follow suit is more than likely.

With the annual cost of corrosive damage to metal in the United States estimated to be at $275 billion dollars and both the Government and Industry sectors looking to extend the life of supporting steel supports, there is an exceptional opportunity for suppliers of alternate materials to increase growth and revenue. Two to three percent is generally the accepted formula for the cost of rebar support in a project. A minimum of twenty-thousand dollars in rebar support sales can be expected per one million dollars in concrete construction costs. The rebar support market for US bridge reconstruction alone is $650 million with an overall US market value in excess of $1 billion.

* Global steel consumption and production are up and setting records. Crude steel production in 2004 rose 84 million tons year-over-year, and reached the billion ton mark for the first time. * The outlook for steel markets looks to remain inline to the upside while in particular, the Asian markets are booming with continued strong demand in the western world. The IISI forecasts a 5% growth rate in global steel demand for 2005.

R&D

Plasticon has made a substantial investment into research and development which is now being realized through market orders, current production build-out to accommodate orders to scale for mass distribution and the holding of important registered patents.

The competitor was informed, but chose to ignore Plasticon's notices of infringement and was taken to court by Plasticon for remediation in 2000.

"Court challenges to patent validity are very significant events. Defendants can bring true world-class experts in design and function to attempt to prove a patent and its technology invalid. Patents are thus subject to intense examination and records show that many patents fail to survive this process and are ruled invalid. Plasticon was subject to this process by the competitor's experts in a Federal Court proceeding in which a judge shortly concluded that the competitor failed to make a credible case and ruled in Plasticon's favor.

In the court proceeding, an expert testified the registered patent by itself would have an increased valuation in excess of $16 million from the previous appraisal of between $4.5 to $6 million range.

Revenue Forecast

Plasticon's primary focus is plastic rebar supports which generate approximately 90% of revenue sales. Plasticon is nearing $2.5 million in sales for this year and expects to finish between $4 to $5 million for 2005. With a build-out that involves acquiring additional molds for pouring, and production levels coming inline accordingly, the company anticipates $15 million in revenue for year 3 and $35 million in revenue for year 5.

SUMMARY

Plasticon has developed a leading, high quality alternative building product in its plastic rebar supports that is patent protected and proven. Having obtained an exclusive contract with the largest building products distributor, Plasticon is building out its production facility to accommodate large-scale distribution. The company's line of patented, plastic concrete accessories has been approved or accepted in all 50 states and several foreign countries including Poland, Israel, Canada, Mexico, and Egypt. A unique feature of all WHC products is that they are of the highest quality, yet do not require virgin raw material. Using recycled materials significantly reduces the cost of manufacturing thus; WHC is considered a "green company." WHC's use of environmental waste as raw material in the production of new and innovative products will continue to reduce waste since the new products are themselves, recyclable.

The company's primary products (80% of revenue) are concrete accessories and until now the company has focused on the development of necessary molds and patents and obtaining approval in each of the fifty states for the use of these concrete products, WHC's patented products are recognized as the "Cadillac" in the industry and are without serious competition.

WHC was chosen for these showcase structures because their products are well designed and are constructed from strong, flexible, dielectric, non-corrosive, recycled and engineered plastic materials. These concrete products do not rust, do not absorb water, and avoid the chloride ion attack. The slab and beam bolster products can be snapped together easily, saving labor and material expenses. These building accessories are marketed by the company's sales force through distribution agreements with more than 150 distributors including Dayton Superior, Richmond Screw Anchor, and Meadow Steel Products. The concrete construction market for Rebar supports was approximately $27 billion in 1993 (Concrete Reinforcing Steel Institute).

Our second major product is plastic lumber. Plastic lumber sales in the United States are growing at 40% per year, topping 16 million board feet, or about 40 million pounds last year. That compares with 81.5 billion board feet of wood used in the United States in 1995 (National Lumber Building Material Dealers Assoc. In Washington, D.C.). The market is out there and new applications are being discovered each year. Some advantages of plastic lumber over wood are that it does not rot, crack, splinter, decompose, or degrade. Plastic lumber can withstand moisture and changes in temperature as well as attacks by insects such as termites. It is also impervious to salt water and marine infestations that will destroy wood, Plastic lumber can be drilled, nailed, sawed, and routed like wood and requires very little maintenance. It is available in a variety of colors and textures and needs no painting,

Our plastic signs are stronger and more durable than aluminum signs, are UV-stable, and will not sustain damage from the sun's rays. They are also unattractive to thieves who remove aluminum signs for salvage value. Also, they are easily patched, in the event of bullet holes and other damage.

The company's office supply products are the most recent addition to WHC's product line. Again all supplies are manufactured from recycled plastic. WHC has received approval by the General Service Administration (GSA) for their inclusion in its catalogue of products from which all government agencies may purchase from the GSA by simply placing an order. Competitive bidding is not required. Government buyers are encouraged to support environmentally safe products.

The company's sales and distribution activities are managed from its Kentucky and Florida locations. The company's Rebar supports are manufactured at a custom molding company in Lexington, Kentucky and are held in inventory at both locations on a consignment basis. The company produces plastic lumber and signage products on a contract basis according to the order's precise specifications fabricated at the Kentucky facility. In addition to equity capital, financing has been provided by a large loan advanced by the company's major supplier.

WHC has succeeded in establishing itself as one of the oldest companies in the emerging and expanding recycled plastics business. Now the company needs to build on its successful history and move to the next level by developing an aggressive marketing program. This program includes increasing inventory, additional working capital to support increasing sales, expanding our marketing initiative, and acquiring additional manufacturing equipment. This new financing would help secure an increase in sales, resulting from an increase in working capital, dramatically improving the net income. Since net loss carry forwards are available, this increase in income could be reinvested in the company and/or reduce debt as appropriate. These reasons mentioned here describe the need and benefits of new financing.
