a 14 million dollar mistake, and the town still owes 4 million on it.... what's up with engineers these days?

HOPE MILLS - Officials will begin reviewing data today in an effort to figure out why the Hope Mills Lake dam failed Thursday, draining the town's iconic centerpiece.
McEvoy said the consultant noticed turbid water coming out of the lake's under-drain system. Turbid water is not clear and may be carrying soil material, McEvoy said.
Officials decided Wednesday to release water and drop the lake level so inspectors could find out what was happening.
"The drawing down of the reservoir is a precautionary action in order to help investigate what is causing the turbid water and if there is any effect on the dam," McEvoy said.
By 3 a.m. Thursday, officials realized they had a problem. The waters picked up speed as they went under the concrete slab, Beeman said.
At 6:30 a.m., Beeman said, the lake was gone.
The year before, in September 2008, heavy rain from Tropical Storm Hanna caused mysterious vibrations felt in homes and businesses near the dam - one reason the state required safety monitoring.

It seems like either they failed to design a proper embedment into the earth or they did a real crappy job on the soil samples. Water leaking under the dam is a pretty basic issue... Especially twice in a row.

it's just a small municipal lake, and apparently they aren't allowed to insure it either, according to state laws... so they'll have to sue the contractor to get them to fix it....

Looks like a drawn out legal battle is on the horizon.
