I don't think rummy decided to quit.....it was a decision made by the RNC and forced on dubya by the elextion results......
No matter what dubya claims, he has never been capable of working with others and, when push comes to shove, won't play a bi-partician role with the Democrqtic Congress.
Yes, you have heard him claim that he was bi-partician when he was Governor of Texas, but that is just one of his constant stream of lies.
Unlike other States, the governorship of Texas is only a figure head position. Power and authority in Texas rest primarilly with the Liutenant Governor, via his position controling the State Senate, and a governor, if he wants to even be considered, acts as a rubber stamp.

I have met the governor Texas, Rick Perry. He reminds me of Bill Clinton, just the polar opposite politically. Perry is a very smooth, sauve, well spoken, well connected, and knows how to play politics among the best of them. But Mr. Perry has deep connections to the Republican Party. He is closely tied with the disgustly wealthy Leineger family from Texas.
