Foley Says He Was Abused by a Clergyman

WEST PALM BEACH, Fla. (AP) - Disgraced former Rep. Mark Foley said through his lawyer Tuesday that he was sexually abused by a clergyman as a teenager, but accepts full responsibility for sending salacious computer messages to teenage male pages.

Attorney David Roth said Foley was molested between ages 13 and 15. He declined to identify the clergyman or the church, but Foley is Roman Catholic.

He also acknowledged for the first time that the former congressman is gay, saying the disclosure was part of his client's "recovery."

"Mark Foley wants you to know he is a gay man," Roth told reporters as Republicans struggled with fallout from Foley's resignation.


Foley "does not blame the trauma he sustained as a young adolescent for his totally inappropriate e-mails" and instant messages, Roth said. "He continues to offer no excuse whatsoever for his conduct."

Foley, who is 52 and single, represented parts of Palm Beach County for 12 years until he abruptly resigned Friday after being accused of sending lurid Internet messages to teenage boys who served as pages on Capitol Hill. The FBI and Florida law enforcement officials are investigating whether he violated any laws.

The lawyer said Foley, who is now in treatment for alcohol abuse, never had any inappropriate sexual contact with a minor. "Any suggestion that Mark Foley is a pedophile is false," he said.

Roth also said Foley was under the influence of alcohol when he sent the e-mails and instant messages.

Asked why Foley did not disclose the abuse sooner, Roth said, "Shame, shame."


"As is so often the case with victims of abuse, Mark advises that he kept his shame to himself for almost 40 years," Roth said.

The communications were first reported last week by ABC News, which released more instant messages Tuesday that suggest Foley interrupted a vote on the House floor to chat online with a teen.

"I miss you," Foley said in one message, according to ABC.

"ya me too," the teen replied.

"we are still voting," Foley responded.

Roth said Foley was never under the influence of alcohol while conducting business on Capitol Hill, but he could not explain his previous statement that Foley was intoxicated when he sent the messages.

The race for Foley's seat has been pushed into the national spotlight as Democrats seek a net gain of 15 Republican seats to retake power in the House. Foley was considered a shoo-in for re-election before the messages surfaced.

On Monday, state Republican Party leaders selected state Rep. Joe Negron to replace Foley as their candidate in the Nov. 7 election, but under state law, Foley's name cannot be removed from the ballot even though he has withdrawn. Votes for Foley will be tallied for Negron.

Meanwhile, House Speaker Dennis Hastert cast aside calls for his resignation Tuesday amid allegations from Democrats that Republicans knew of Foley's questionable communications months ago but failed to act.

President Bush, speaking at a Stockton, Calif., elementary school, on Tuesday said he was disgusted by Foley's actions.

The House Ethics Committee scheduled its first meeting on Foley's actions for Thursday

You use that word "admit" as if it was something this guy did openly and willingly.

Nope! This guy only admits anything after the fact. It was all kept under the cover and had it been mentioned earlier, he and all the republicans would be calling it lies.

His learned to live his whole life as been lies, ergo.....republican party.

The real news is the same in both, Glass.... or, that each is merely a symptom of an underlying truth.

In case you hadn't heard, this afternoon, House Republican staff members have provided evidence that Hassert was informed that Foley was hitting on the pages at least three years back, so he was either lying when he said the first he knew was last week or he is so incompetent that he "let it slide" and participated in a cover-up.

In other words, the fundamental character of this administration and its rubber stamp congress is deception rather than honesty, all wrapped in incompetence.

so back in '83 when the demo's re-elected a perv that was caught having sex with an underage page didn't let it slide, uh? They not only let him slide but rewarded him for it by reelecting him. But the republicans' perv when seeking re election found out there was a price to pay with his party.

The 1983 Congressional page sex scandal was a political scandal in the United States involving members of the United States House of Representatives.

On July 14, 1983 the House Ethics Committee concluded that Rep. Dan Crane (R-Ill.) and Rep. Gerry Studds (D-Mass.) had engaged in sexual relationships with minors, specifically 17-year-old congressional pages. In Crane's case, it was a 1980 relationship with a female page and in Studds's case, it was a 1973 relationship with a male page. Both representatives immediately pleaded guilty to the charges and the committee decided to simply reprimand the two.

However, Rep. Newt Gingrich (R-Ga.) demanded their expulsion. On July 20, 1983, the House voted for censure, the first time that censure had been imposed for sexual misconduct. Crane, who subsequently apologized for his transgression, lost his bid for reelection in 1984.

Studds, however, stood by the facts of the case and refused to apologize for his behavior, and even turned his back and ignored the censure being read to him. He called a press conference with the former page, in which both stated that the young man was legal and consenting. Studds did not break any U.S. laws for that time, in what he and page called a "private relationship."[1] He continued to be reelected until his retirement in 1996.[2]

As I understand it, the age of consent in Washington, D.C. is 16. So it remains possible the the page we (the public...there has been some more development today indication pages prior to that one) know about may be "of age" and thus.... no criminal offense.

Another factor seems to be that there may have been no actual physical contact, thus, again tossing a wrench into charges of criminality.

It looks like the "wrongs" that don't rely on criminality and which are obvious and unforgivable wrongs are really not what Foley did or didn't do, but what the republican leaders failed to.

When the House leadership was informed of the activities of Foley (contrary to claims, there is proof they were informed multiple times and at least years ago, not days or months ago) they did not act in a way to put a stop to to Foley's activities with the pages.

What they did instead is attemt a cover-up and that is what has people so upset.

It's the standardness of the reaction of this regime that isn't acceptable to the people.

Let us not forget why this is such a thorny issue. The Republican's are the self proclaimed party of 'moral values.' They're also in leadership. Bg probably summed it up pretty well, either the leadership is incompetent for not dealing with it, or they were blatently covering it up.

Other historical episodes aside, this issue just further shakes the confidence in the honesty and integrity of the republicans. Given that we are fighting 3 wars (Afgan, Iraq, and our war on the noun 'terror'), honesty and integrity are really important! Especially since the honesty and integrity given for going into Iraq is pretty questionable. If turns out that we were lied to, to go to war in Iraq, that is high crime - and thus the more and more questionable it comes that the Republican's are honest, the more likely impeachment will be seriously looked into.

The Dems' have some pretty decent platforms, one they lack though is what to do with Iraq. Kerry had something of a vague plan (call a council of many nations and get more troops in).. but the time for that is passing. The momentum of the destabilizing forces is greater than the momentum of an Iraqi democratic government.. If the dem's had a clear plan for Iraq they'd have a huge Ace of Spades. Though, truth be told, nobody knows what to do with Iraq. I just don't like how we are clenching our eyes shut and saying, stay the course, stay the course, when it is pretty clear the course is going off of a cliff. Something new needs to be tried... we need more troops there.. less Halliburton.. and more troops.. less torture.. and more troops... and more infrastructure projects!

Simply put, Foley is a big issue because of Iraq and terrorism, and that this is the first major sex scandal since the last one (Clinton), and we all know how big and sensational the last one was.... and supposedly moral integrity was supposed to be restored since Bill left office.
