I don't think taxpayers should pay to rebuild private homes in LA that were not insured (it's illegal).
Now black politicians are talking about using some of the money to rebuild homes that were not insured....this would include mostly black areas, I would assume. However, this would not include insured homes in other areas.
If you happen to have insurance, not only do you had to wait several months for a settlement but insurance companies may not pay anywhere near the cost to rebuild, which means you still have alot of out of pocket expenses. So WHY have insurance at all if Uncle Sam will buy me a new one for FREE.
If the homeowner didn't have the discipline and foresight to get insurance I think they are simply out of luck. Too bad but that's life....you gambled and you lost!

Federal disaster assistance will pay for flood damage. Fact:
Before a community is eligible for disaster assistance, it must be declared a Federal disaster area. Federal disaster assistance declarations are awarded in less that 50 percent of flooding incidents. The annual premium for an NFIP policy, averaging about $300 per year, is less expensive than interest on Federal disaster loans, even though they are always granted on favorable terms.
Furthermore, if you are uninsured and receive Federal disaster assistance after a flood, you must purchase flood insurance to receive disaster relief in the future.
as you can see?
Federal Assistnace has always been there if you are declared a disaster area...

anything rebuilt below/near-critical-sea-level must start with a boathouse on bottom level. Said level must contain enough craft for household inhabitants. Then we can talk about street-vehicles, and upper floors...

I like the fact of knowing with a disaster, I have help making my life whole again.
Just think about it.....
And I also like the fact that my money is going to help others become whole again...
And to hear the bi*ching about the re-building is just sickening.....it is more then the HOUSES some of these people lost, it's the memories of living in a town or city they grew up in.
I for one live only 20 minutes from where I grew up all of my life...(which in the sticks is only 2 towns away)LOL I could not imagine it all being gone one day.
The sad part is.....Most that were relocated will NEVER afford to move back to their towns or cities they grew up in....They'll just settle where they are put.
I say give them some hope back.....some dreams.
Now off my soap box and good night all!

War cost is exploding, credit is growing much to fast, now increased fed expenditures with money to Rita and Katrina relief.
Both the fed gov and average citizen are in debt beyond reason, I don't think they ever consider trying to balance, something will have to give at some point......
