It wasn’t Bill Clinton or the GOP Congress that ultimately balanced the budget in the late 90’s, it was the growth of the US economy and the corresponding tidal wave of additional revenue. Conservatives may harp on President Bush for increasing government outlays from 18˝% to 20%, but the increase is almost exclusively spending on defense, homeland security and the war - all of which is a response to 9/11.
