How Florida Governor Rick Scott Could Steal The Election For Mitt Romney By Judd Legum posted from ThinkProgress Justice on May 28, 2012 at 11:00 am
On Wednesday, November 7, Mitt Romney could wake up as the President-elect thanks to one man: Florida Governor Rick Scott. With little fanfare, Scott is undertaking an audacious plan to kick thousands of Floridians off the ballot just before this year’s elections. It’s a sloppy, chaotic and possibly illegal plan. But it just might work. Here’s how:
1. Scott has created a massive list of Floridians to purge from the voting rolls before the election. Late last year, Governor Scott ordered his Secretary of State, Kurt Browning, to “to identify and remove non-U.S. citizens from the voter rolls.” But Browning did not have access to reliable citizenship data. The state attempted to identify non-U.S. citizens by comparing the voting file with data from the state motor vehicle administration, but the motor vehicle data does not contain updated citizenship information. The process, which created a list of 182,000 people, was considered so flawed by Browning that he refused to release the data to county election officials. Browning resigned in February and Scott has pressed forward with the purge, starting with about 2600 voters.
2. The list of “ineligible” voters is riddled with errors and includes hundreds of eligible U.S. citizens. According to data obtained by ThinkProgress, in Miami-Dade county alone, 1638 people were flagged by the state as “non-citizens.” Already, 359 people on the list have provided the county with proof of citizenship and 26 people were identified as U.S. citizens directly by the county. The remaining 1200 have simply not responded to the letter informing them of their purported ineligibility. Similar problems have been identified in Polk County and Broward County.
3. Scott’s list is heavily targeted at Democratic and Hispanic voters. A study by the Miami Herald found that “Hispanic, Democratic and independent-minded voters are the most likely to be targeted in a state hunt to remove thousands of noncitizens from Florida’s voting rolls.” For example, Hispanics comprise 58 percent of the list but just 13 percent of eligible voters. Conversely, “Whites and Republicans are disproportionately the least-likely to face the threat of removal.”
4. Florida election officials have acknowledged that, as a result of Scott’s voter purge, eligible voters will be removed from the rolls. “It will happen,” Mary Cooney, a spokeswoman for the Broward County Supervisor of Elections, told ThinkProgress. On or about June 9, anyone who hasn’t responded to the ominous and legalistic letter informing them of their purported ineligibility will be removed from the rolls. Some eligible voters won’t have been able to respond by that time due to travel, work obligations, family obligations or confusion as to the purpose of the letter. Some will forget to open it. Others may have moved.
5. Florida will likely be a close contest in 2012 and purging eligible Democratic and Hispanic voters could tip the balance to Romney. In the latest Real Clear Politics average of polling in the state, Romney and Obama are separated by just 0.5 percent. Hundreds of eligible voters in Democratic strongholds, wrongfully purged from the rolls, could easily make the difference for Romney.
6. Winning Florida could clinch the election for Mitt Romney. Nationally, the race between Obama and Romney is within two points. It’s expected to be close all the way to election day and Florida’s 29 electorial votes would be the deciding factor in many plausable electorial scenarios.
Will history repeat itself in Florida this year? By one estimate, 7000 Florida voters were wrongfully removed from the voter rolls for the 2000 presidential election — 13 times George W. Bush’s margin of victory in that state after the U.S. Supreme Court halted the post-election recount.

i can't garantee anything, but i am pretty confident that if absentee ballots are not made available to rejected voters, and then propeorly reviewed, this election will get ugly. there are obviuosly one heckofalof illegal voters in this country. Both side sides have pandered to them in the past. The Dems attract many of them, but it is not a numbers game across the whole nation. AZ? the illegals voting there are prolly minimal to begin woth, but evn if they were voting, they wouldn't get the electoral college votes to swing the "other way". FLA in 2000 and then again '04 had so many irregularities that if it were another country? US policy would be to not recognise the election. The TRUE irregularities seemed not to bother the major media outlets (or Faux news) the BS irrgularities were a smokescreen.
remeber that the number of irregular votes and the margin of victory in any given PORTION of the ELECTORAL COLLEGE is where the true irregularities lie. The natioanl election is not "real". It is important becuase it measures the populaces general interest, and everyone should vote to make sure that the people don't get ignored by these bozos. Your vote matters, but it is not what actually elects the president.

Effective July 1, 2010, the notice that MUST BE POSTED on ALL FOOD AND BEVERAGE VENDING MACHINES will change.
Operators must post the following statement on each machine:
NOTICE TO CUSTOMER:
FLORIDA LAW REQUIRES THIS NOTICE TO BE POSTED ON ALL FOOD AND BEVERAGE VENDING MACHINES. Report any machine without a notice to 1-800-352-9273. You may be eligible for a cash reward. DO NOT USE THIS NUMBER TO REPORT PROBLEMS WITH THE VENDING MACHINE SUCH AS LOST MONEY OR OUT-OF-DATE PRODUCTS.
The prior notice with specific vendee information must be removed from the food and beverage vending machines and replaced with the NEW notice by July 1, 2010.
The notice must be displayed on the upper front of a vending machine so it is easily read by the public, unless the placement impairs the use of the machine. The notice must be attached to the machine so it is not easily removed. A penalty of $250 can still be imposed on the operator for each vending machine without the notice. Interest will accrue on the $250 penalty, according to Chapter 212, Florida Statutes.
The Department of Revenue is authorized to compensate persons who provide information leading to the recovery of unpaid taxes from the operators of coin-operated vending machines in Florida.
Persons who provide information showing that a vending machine operator has failed to attach the required notice to the machine may be eligible for a reward. The reward can be up to 10 percent of the previously unpaid taxes recovered from the operator. Call 1-800-352-9273 to report violations.

91-year-old WWII veteran Bill Internicola Bill Internicola is a 91-year-old, Brooklyn-born, World War II veteran. He fought in the Battle of the Buldge and recieved the Bronze Star for bravery. He’s voted in Florida for 14 years and never had a problem.
Three weeks ago, Bill received a letter from Broward County Florida stating “[Y]ou are not a U.S. Citizen” and therefore, ineligible to vote. He was given the option of requesting “a hearing with the Supervisor of Elections, for the purpose of providing proof that you are a United States citizens” or forfeit his right to vote.
This decorated World War II veteran is just one of hundreds of fully eligible U.S. citizens being targeted by Governor Scott’s massive voter purge just prior to this year’s election, according to data obtained from Florida election officials by ThinkProgress. The purge list, according to an analysis by the Miami Herald, targets mostly Democrats and Hispanics.
Voting rights groups in Florida have asked the Justice Department to investigate, alleging that Scott’s voter purge violates federal law.
Bill appeared at a press conference this morning with Congressman Ted Deutch (D-FL), who has called on Scott to “immediately suspend” the voter purge.
Update VoteVets.org, a veterans advocacy group, weighs in:
“When someone who put their life on the line to protect the right to vote from fascists and empires is denied the right to vote, and is purged from voting rolls, there is something horribly, horribly wrong. Anyone who would stand behind an action that threatens the right to vote of a WWII vet is someone I would call un-American,” said Jon Soltz, Iraq War Veteran and Chairman of VoteVets.org

Meet Maureen Russo: An Eligible Florida Voter Governor Rick Scott Just Purged From The Voting Rolls By Judd Legum on May 25, 2012 at 1:55 pm
Maureen Russo was born in Akron, Ohio. For the last 40 years she’s operated a dog boarding and grooming business — Bobbi’s World Kennels — with her husband in Ft. Lauderdale, Florida. Maureen is 60 years old and has been a registered voter in the state for the last four decades. She regularly votes at the church around the corner from her home.
Two weeks ago she received a letter from the State of Florida informing her that they had received information that she was not born in this country and, therefore, was ineligible to vote.
She was given an option to request “an administrative hearing to present evidence” disputing the determination of the State of Florida that she was ineligible to vote. Unless Maureen returned a form requesting such a hearing within 30 days, she was told, it would result in “the removal of your name from the voter registration rolls.”
She immediately sent off a registered letter to the State with a copy of her passport. She hasn’t heard anything back.
It’s unclear precisely how Maureen was identified by the state as an ineligible voter.
Maureen’s story raises serious questions about the integrity of the massive voter purge being conducted under the direction of Gov. Rick Scott. Last year, Scott instructed his former Secretary of State, Kurt Browning, to compile a list of people who were registered in Florida but ineligible to vote. Browning resigned in February after struggling to find reliable data, stating “We were not confident enough about the information for this secretary to hang his hat on it.”
Congressman Ted Deutch (D-FL), who represents Ms. Russo, has called on the Governor Scott to “immediately suspend” the voting purge because of widespread inaccuracies and a lack of transparency.
Unfortunately, Maureen’s situation is not an isolated incident. Earlier this week, ThinkProgress reported Seminole County Supervisor of Elections Mike Ertel, a Republican, posted a picture on Twitter of a voter on the list falsely identified as ineligible, with his passport. Congressman Deutch also told ThinkProgress he’s heard from several other constituents who have been removed from the rolls without justification.
It is unclear what legitimate purpose Gov. Scott has to move forward with the voting purge in the face of multiple documented errors. Florida has no history of mass voter fraud. It does have a history, however, of mass voter disenfranchisement. Florida has no history of mass voter fraud.
i do not accept the "theory" that because there has never been proven voter fraud that you should ignore the possibilty tho.. makes no sense.
this IS how denocracy works properly. two sides duking it out. I hope to see the purge rolls re-examined many times. On the other hand, i also expect to see voter rolls purged of wrong entries...
when a person shows up to vote and they have been 'purged" they MUST be handed and absentee ballot. that's what went wrong in FLA in 2000.. they were turned away that's the real crime.

The massive voter purge order by Governor Rick Scott in Florida has been plagued with errors, resulting in election officials notifying hundreds of eligible U.S. citizens that they are ineligible to vote.
In response, the Scott administration has vowed to intensify its efforts to remove registered voters from the rolls.
Initially, the state created a list of over 180,000 purported “non-citizens” by comparing their list of registered voters to the state motor vehicle database. The state forwarded about 2700 names from that list to local officials to remove from the rolls. Yesterday, in the face of mounting problems with the limited effort, Scott administration officials made it clear they were just getting started:
Chris Cate, a spokesman for the state Division of Elections, defended the state’s actions. “It’s very important we make sure ineligible voters can’t cast a ballot,” he said in an email to the Herald on Tuesday.
He said the state continues to identify ineligible voters, saying the state Division of Highway Safety and Motor Vehicles has agreed to update information using a federal database that the elections division couldn’t access directly.
“We won’t be sending any new names to supervisors until the information we have is updated, because we always want to make sure we are using the best information available,” Cate wrote. “I don’t have a timetable on when the next list of names will be sent to supervisors, but there will be more names.”
It’s unclear how the new procedures alluded to by Cate will solve the systemic problems with the voter purge list. There have been several individuals targeted by the list that have been citizens their entire lives. Therefore, there seems to be a major problems beyond outdated citizenship information.
Moreover, the entire process of database matching to remove voters is problematic. The Fair Elections Legal Network, which is challenging the purge, noted that database matching is “notoriously unreliable” and “data entry errors, similar-sounding names, and changing information can all produce false matches.”
The first list was also created with information accessible to the state motor vehicle administration, which the former Secretary of State Kurt Browning considered so unreliable he refused to release. Browning resigned in February.

Palm Beach County Supervisor of Elections Susan Bucher While several Florida elections supervisors have expressed serious concerns about Gov. Rick Scott’s (R) controversial effort to remove voters it thinks may be non-citizens from the state’s voter rolls, one supervisor has drawn a line in the sand.
Palm Beach County Supervisor of Elections Susan Bucher, a former Democratic state representative, told ThinkProgress in an interview that while the state of Florida sent her county 115 names of voters it considered “sure matches” with a list of non-citizens, her office determined the list’s documentation to be “not credible” and has not sent out letters asking for verification of citizens to any of those voters.
Bucher said:
We need to make sure we have reliable and credible information, by a preponderance of evidence. We could prove that the information was not credible before sending letters and even the Division of Elections has admitted substantial flaws. I did not feel we had credible information and told them I wouldn’t send [any letters] until they could give me a better list.
This thing is not working out so well, we know the information [on which the state relied to flag these names] is very old. They [listed the voter's] last transaction date with [the Florida Department of] Highway Safety — in many cases, [the was 2000, 2002]. By now they probably have become citizens – I questioned immediately.
Bucher says that given the documented inaccuracies around the state, the purge effort should be stopped. “We just want to have accurate data—why disturb voters and ask for extraordinary information? What if they get a letter and they’re on vacation, think it’s just mail, ignore it? We hope the state cleans it up very quickly.”

BREAKING: Justice Department Demands Florida Stop Voter Purge | TPM has the story: “The Justice Department sent a letter to Florida Secretary of State Ken Detzner Thursday evening demanding the state cease purging its voting rolls because the process it is using has not been cleared under the Voting Rights Act, TPM has learned. DOJ also said that Florida’s voter roll purge violated the National Voter Registration Act, which stipulates that voter roll maintenance should have ceased 90 days before an election, which given Florida’s August 14 primary, meant May 16.” More as this story develops.

All 67 Florida Election Supervisors Suspend Governor Rick Scott’s Voter Purge By Judd Legum on Jun 2, 2012 at 12:08 pm
On Thursday, the Justice Department demanded Florida Governor Rick Scott end his extensive purge of registered voters from the rolls because it was in violation of federal law. Scott still hasn’t formally responded but his county election supervisors have already taken action.
The Palm Beach Post reports:
Florida elections supervisors said Friday they will discontinue a state-directed effort to remove names from county voter rolls because they believe the state data is flawed and because the U.S. Department of Justice has said the process violates federal voting laws...
The Justice Department letter and mistakes that the 67 county elections supervisors have found in the state list make the scrub undoable, said Martin County Elections Supervisor Vicki Davis, president of the Florida State Association of Supervisors of Elections…
Ron Labasky, the association’s general counsel, sent a memo to the 67 supervisors Friday telling them to stop processing the list.
“I recommend that Supervisors of Elections cease any further action until the issues raised by the Department of Justice are resolved between the parties or by a Court,” Labasky wrote.
Previously, the State of Florida indicated they intended to accelerate the purge. Florida has until June 6 to respond to the Justice Department.

Gov. Rick Scott (R-FL) Last week, the Clay and Pinellas County Supervisors of Elections’ offices told ThinkProgress that they had already removed names from the voter rolls on the basis of not responding within 30 days to letters demanding proof of citizenship. But after the Justice Department demanded Florida Governor Rick Scott (R) end his extensive purge of registered voters from the rolls because it was in violation of federal law, all 67 county supervisors announced they would suspend the illegal removals.
But what of the 14 voters in Pinellas County and the one voter in Clay County who had already been purged?
According to spokeswomen for both offices, the voters in question have all been reinstated. The data processing manager for Clay County noted that the one woman removed from the rolls had already been restored. It turned out she provided documentation to the office over the weekend proving her citizenship — yet another piece of evidence that the Scott administration’s list of “sure-fire non-citizens” was riddled with an gigantic number of errors.
While the decision by the county supervisors to halt the purge and reinstate the improperly removed voters represents a victory for the right to vote, the Scott administration has still not announced whether it will defy the Department of Justice and continue to purge voter rolls.

Florida voters are not the only ones who should be worried about whether their state has erroneously purged them from the list of eligible voters; the state of Texas also has a voter purge policy that erroneously targets eligible voters. The Houston Chronicle reports that, in a two year period, 300,000 eligible voters were warned that they may be removed from Texas voter rolls. Texas voter registration rates are already among the lowest in the nation, and one out of every 10 Texas voters’ registration is currently suspended. The almost 1.5 million voters who are suspended could be purged if they fail to vote in two consecutive general elections.
Texas has responded to state and federal laws that require voter rolls be reviewed to remove duplicates and ineligible voters by creating an error riddled process:
[A]cross Texas, such “removals” rely on outdated computer programs, faulty procedures and voter responses to generic form letters, often resulting in the wrong people being sent cancellation notices, including new homeowners, college students, Texans who work abroad and folks with common names, a Chronicle review of cancellations shows….
[E]ach year thousands of voters receive requests to verify voter information or be cancelled because they share the same name as a voter who died, got convicted of a crime or claimed to be a non-citizen to avoid jury duty. Those voters receive form letters generated by workers in county election offices that “therefore may be more subject to error,” said Rich Parsons, a spokesman for the Secretary of State in emailed responses to the newspaper. Voters who fail to respond to form letters – or never receive them – get dropped.
In the two years between November 2008 and November 2010, over 300,000 valid voters were warned that they may be removed from Texas voter rolls. Eligible voters were threatened with removal most often because they failed to respond to generic form letters or because they were mistaken for someone else, which is even more worrisome given that there is a high incidence of voters sharing a name in Texas, particularly among Hispanics. Across Texas, 21% of voters who received purge letters later proved that they were eligible to vote.

ray, i have registerd to, and voted in 7 different states. do yo know how many times i have called the voter registration and "canceled" my local registration? none. it's not "on the list" of things to do when you move and list is already very long and time consuming. If it were on the list? i might leave off unless i needed a cancelation to renew, like i do when i get my drivers license.
i once had 20 yr old tickets show up from one state trying to block me form getinbg a new licesne. The fact was the State was in error, not me...
so, theoretically if we didn't conduct regualr purges? i could theoretically vote in all those places i have once lived, provided i could cover the gorund on thesame day, or was interested in using the absentee system to do it...
purges could alwyas be done better. so the answer is to put provisioanl ballots at eh voting places. i am pretty sure this is required by federal law now.
that was what they did NOT do in FLA 2000. My undesatanding (after the fact) is that as many as 5000 people (mostly minorities) were denied provisioanl ballots when they found they had been purged by catherine Harris and Jeb Bush. In fact? if this election goes wierd like the '00 and 04? i will prolly try to instigate a full move to EVERYONE casting provisional ballots int eh near future -all the time -to get rid of the E-voitng crap. I understand that we all have the right to demand to vote provisionally instead of by machine. ( i could be wrong)
these purges could surely be done much better, but purges MUST be done.

Pinellas County Supervisor of Elections Deborah Clark (R) Though Gov. Rick Scott (R-FL)’s administration has now said it will not follow the Department of Justice’s order to end its voter roll purge, a Republican county elections supervisor’s spokeswoman told ThinkProgress she will not resume the purge effort.
Pinellas County Supervisor of Elections Deborah Clark (R) released a statement last Friday saying that her office would not continue the purge:
The accuracy of the voter registration database is of the utmost importance and we will continue our efforts to ensure the information is current. However, we will not use unreliable data.
When asked whether the Scott administration’s decision to defy the Department of Justice order changed anything, Clark spokeswoman Nancy Whitlock told ThinkProgress “No. Ms. Clark’s position remains as stated [on Friday].”
Pinellas County had initially purged 14 voters who the state suspected might not be citizens, but reinstated them when it became clear that Scott administration’s list of “sure-fire non-citizens” was riddled with a gigantic number of errors and the DOJ announced that the purge violated both the Voting Rights Act and the National Voter Registration Act.
Whitlock noted that Clark and other Florida elections supervisors had questioned “not only the accuracy of the information, but also the timing after learning that the state had the list of voters more than a year prior to distributing it.”

i heard an interview of a Fla (GOP) elections supervisor ( in charge of the county election board) and she said it's illegal to do do these purges in even years-
now that makes sense to me.. purge only in off election years, and provide provisional ballots so mistakes are corrected on the spot!

This is just one of the few reasons why we should be showing id to vote.
Bedford County dead dog receives voter registration forms
When Tim Morris got his mail last week he found a pretty big surprise, a document asking his dog Mozart to register to vote.
Not only is Mozart a dog but he's been dead for two years.
"I opened it up and looked at it and I just laughed," Morris said. "I thought it was a joke at first and it turns out it's real."
The form is addressed to Mo, the family's nickname for the dog.
What amazed Morris is that if Mozart was human he would have been eligible to vote for the first time in 2012.
"He would have been 19 years old this year and he passed away two years ago," he said. "I still have no earthly idea how they got his information."
10 On Your Side looked deeper and found that the voter registration forms were sent by the non-profit Voter Participation Center, not the State Board of Elections.
So we contacted the Voter Participation Center and found that they purchase mailing lists from vendors and while they do try and check every name the organization admits that some do fall through the cracks.
The voter registration efforts are focused on groups like young people, minorities, and unmarried women.
This could help explain why the Morris' dog Mozart didn't receive a registration form until now, since he would have been 18.
The Board of Elections said they've received similar complaints but since the Voter Participation Center is a private organization they can't stop them from sending voter registration forms.
As for Morris he's hopeful the problem can be controlled so animals like Mozart won't be deciding elections anytime soon.

i have never received an invitation to vote from a State Board of Elections except at the drivers license center.... in fact, registering to vote has always been somewhat mysterious EXCEPT when motor voter was enacted....
