There are several explanations:

1) The price of the stock is .0001, but the lowest ASKING price is higher. Like .0002. Therefore, no one is selling their current shares for less than .0002.

2) You are buying more shares at your bid price than is available (if you select "All or None").

3) I just looked at that stock and the lowest asking price is .0002. If you still want it at that price, I bet you can get your order filled if your limit is .0002. Otherwise, leave your BID at whatever you want and hope a seller takes your bid price.
