I'm watching a stock that is bouncing between .025 - .030. The ask is at .03. Does this mean these people are buying or selling at .03? Why does the stock bounce around so much if the ask just stays at .03?

Bid ask of .025 x .030 means if you don't have the stock and want it, you have to pay .030. And if you have the stock and want to sell, you can get .025.
So if someone buys, it will be at .03, and if someone sells, it will be at .025.

As far as Scottrade, the size is pretty much meaningless, especially without level 2. Even with Level 2 I think it's meaningless on penny stocks for the most part.
