I don't have L2's, but I don't see why I should need them to see the ask and bid price for a penny stock. Some stocks just say N/A where the Ask and Bid prices should be. Can I assume that there is no spread?

Are you using the free version of quote media or yahoo or something? Or what broker do you have?
Unless theres no one buying or selling (but thats what MMs are for) must be a crappy broker, if they can't provide some kind of bid & ask price. Thats part of L1 quotes.

VIPM is one, but there are lots that don't give out Bid/Ask prices. Yes they are active stocks too and are being traded regularly. I am using Choice Trade, Yahoo, and the OTCbb L1's. Any Ideas?

Scottrade is showing a bid x ask of .001 x .005 for VIPM and Choicetrade shows no bid x ask. You could try calling choicetrade and see if they will tell you why that is. they've been very helpful the times I've called.
