Which brokers allow after hours trading? Either before the market opens or after it closes? I think Ameritrade does, not sure. Any others?

on pennies?

none, unless the rules have changed.

You can place orders after hours--to be acted upon once trading starts; ie, you can queue up "in line," so to speak...
