9:30 to 4:00 Eastern - As far as I know you can not buy or sell after hours.
The otcbb is much safer than the pinks, but still very dangerous. There are a few more laws that otcbb companies must abide by, which makes them a little easier to trade. Pinks are basically a free-for-all.

thx alot chadsly ..... but how can i know the stocks which bounced from nasdaq to otcbb and vise versa ?

I'm not sure I understand your question. Are you asking to find out which stocks are currently part of the otcbb, pinks, or nasdaq? OR Are you asking which ones have moved between the listings.
