Vets here prolly have better answers but I'll venture that it's all supply & demand: during a run (high demand) you can and should sell into the ask. I recently saw some desperate buyer(s) pay $2.50 ABOVE the ask during an eod run on a stock that had climbed 400% in about 45 minutes... In a freefall, such as a 20-minute group pick when the frontloaders dump, you'll be lucky to hit the bid, as it will drop faster than you can type (enter an order), falling quicker than it went up...
In your example, do you mean your order does not execute and stays open, or the system will not accept your order? For the former, try getting in front of the ask at, say, .0495. The latter, I would think, is a system problem your broker must address.
