I see posts where people are obviously viewing some chart where they can see people buying and selling stock. Where is this chart? I have access to a streaming chart but I don't see anything like that.

Not sure of the question. Some real time and some delayed. ecn.html is real time from the ecn's.

level2... is delayed i think

L2 on Ameritrade APEX is realtime. You can track it against the "last sale" feature too.
