What is the best way to get orders filled when looking at level II quotes? I'm having a hard time getting buys through at bid so do i need to try higher? Does it make any difference if i post one large order or several smaller orders?

Pick your price and stick with it. If you can't get the stock at the price you bid let it go and move to the next. All that said if you raise your price to the ask you will get quickly.
