HiEnergy Technologies Announces Agreement With Singapore-Based Defense and Homeland Security Reseller

Agreement to Target South Asia Market, Including Beijing 2008 Olympics

IRVINE, Calif., April 6 /PRNewswire-FirstCall/ -- HiEnergy Technologies, Inc. (OTC Bulletin Board: HIET - News), the homeland security industry leader in neutron-based diagnostic technology, announced today that it has entered into an agreement with Byron Commerce Pte Ltd, a leading technology solutions sales and distribution company, to market and resell HiEnergy's Atometer(TM) explosive detection devices to governmental customers in the fast growing Asia-Pacific Homeland Security Market.

Byron Commerce Pte Ltd, located in Singapore, was established in 2002 to meet the development needs of emerging Asian-Pacific nations in the areas of technology, infocomm, engineering and environmental services, defense and homeland security. It maintains an extensive network of relationships in both the private and public sectors providing expertise in supply chain management, logistics, system integration and manufacturing. Byron Commerce is a business partner of CETC Information Technology Systems Co. Ltd (CITS), a directly held company of China Electronics Technology Group (CETC). CETC, formerly China's Ministry of Electronics Industry, is a Chinese central government organization, considered the defacto gateway for foreign firms targeting government projects in China.

"Our agreement with Byron Commerce aims to advance our corporate objective of establishing strategic global sales and distribution channels with partners with the experience and track record necessary to not only market and sell our products, but provide value-added support, including localized customer service, training, supply-chain and logistics," stated Sean C. Moore, HiEnergy's Vice President of Sales and Marketing. "Byron Commerce with its expertise and commitment to the Asia-Pacific region, together with its unique relationships, is expected to help us propel the adoption and acceptance of our products in this demanding and growing market."

Under the terms of the Agreement, Byron Commerce will act as an authorized reseller for HiEnergy's Atometer(TM) explosive detection devices, including the SIEGMA(TM) and CarBomb Finder(TM) systems, in Singapore and China and act as HiEnergy's sales agent to the Beijing 2008 Summer Olympic Games. In this capacity, Byron Commerce will cooperate and assist HiEnergy's pre-market and aftermarket service efforts, including the certification, importing, licensing, permitting, maintenance and service of its products. The reseller agreement is effective for one year subject to certain conditions including the purchase of at least three systems within six months.

Beijing, having won the bid to host the 2008 Summer Olympic Games, is embarked on an impressive program of construction and investment in preparation for the Games with a budget of more than US$34 billion, including US$22 billion for modernizing and security improvements to the Chinese Capital. CITS and CETC have a working partnership with the Beijing 2008 Olympics organizing and bid committees and are qualified to solicit and undertake infrastructure projects related to communications, tracking and control, and security for the Games.
