we most cerrtainly did face the same issues when Bush did TARP. We had no private financing LEFT available for ANYBODY in the basic food supply chain, and all of them operate on revolving lines of credt - The retailers, the shippers, the packagers and the farmers. only one part of that chain has to fail but they were all in danger at the same time.
It's easy to claim it was not as bad it was after you take emergency action and lie
