I suggest to the Congress that it allocate funds in the range of about 1/3 the amounts going to Iraq each month for research and development of non-fossil fuels.
I suggest also that the disbursal of those funds be put entirely into the hands of some non-administration appointee or committee (with reason to not transfer it to the "good old boy network" we have seen in the last 7 years and responsive and answerable to the Congress, frequently and at the will of Congress) responsible enough to assure that it goers toward actual efforts to lessen global warming by elimination of the use of fossil fuel for energy production.
For that post I recommend Al Gore and I also recommend that if it is to be a committee, Gore chair it and it have no member that has ever worked for or with any corporation or other business that has done business with any oil company, however small and however profitable or non-profitable.
