Yes, pizza delivery and making unsolicited telemarketing calls.

Anyone with even a modicum of intellect or memory (both are not required) "...(w)on't believe much of anything the admin publishes anymore...."

Depends on the reason and the circumstances, doesn't it.

If the P.E. coach is doing it to encourage the help of some 7th grader telling who he saw cheating in a game of horse, yes.

If it was a cop that tasered a guy running out the door of of a bank with one hand full of a Glock and the other full of 100 dollar bills he just got from the teller by threatening her with the Glock, maybe not.
