In June 2006 the Department of Homeland Security (DHS) expects to roll out a Registered Travel Program (RT) and a P.A.S.S. (People, Access, Security, Service) system that will contain biometric information (fingerprints) on smart cards. "Both of these programs are voluntary. The TSA believes it may help passengers get through airports more quickly, or across the Canadian border. In our opinion however, it will not end the luggage problem and standing in line as we do now," said Richard A. Altomare, Founder and Chairman of the Coalition for Luggage Security, and CEO of Universal Express Inc. "The RT Program is for airports. The plan is that the volunteers in this program will fund the cards, the screeners and the equipment. The TSA will provide free space at the airports for the special lanes. Can you imagine how frequently these private companies will compromise this personal information when financial institutions and financial processors who follow strict rules of security, regularly fail?" continued Richard Altomare. "These programs, in our opinion may result in the smart cards containing other information, including financial and medical data and may also be folded into federal requirements for uniformed driver license formats," stated Mr. Altomare. "If we address the airport and luggage issues, we would not need to provide these complicated and technologically insecure and costly processes. We can separate luggage from the travelers prior to going to the airport. This would have the effect of removing the clutter at the check-in lines, being able to refocus the screeners on unscreened cargo and position the airline to make a quicker plane turnaround and thus generate more revenue," added Richard Altomare. "Like plastics in the 1950s, biometrics seems to be the catch-all phrase of the post 9-11 security solution industry. Let's 'pass' on P.A.S.S. until we can 'pass' through our 'pass'enger lines more quickly and more 'passably', without passing on the costs to us all," concluded Mr. Altomare.
