Alphinat's SmartGuide retained for French e-government

2009-05-05 13:44 ET - News Release

Mr. Philippe Lecoq reports

ALPHINAT ANNOUNCES SELECTION OF SMARTGUIDE(TM) AS SOFTWARE OF CHOICE FOR RESPONSE TO TENDER FOR E-GOVERNMENT

Three leading European systems integrators have informed Alphinat Inc. that they have retained the company's SmartGuide suite in order to respond to an important and significant call for public tenders issued by the French government that closed May 4, 2009.

===========

Bobwins, let's reflect for a second:

1- The government of Quebec chose Alphinat for their "citizen relationship management". Do you think the government will select a software from a company which they feel will disappear, or won't be around to provide sustaining support? Of course not, or they were given some kind of guarantees somebody else will take over the maintenance should Alphinat run into trouble(IMHO).

2- In sept 2008, Alphinat announced prototypes and demos for the French government, here is the extract

Alphinat announces European contracts
9/15/2008 6:09 PM - Canada NewsWire

MONTREAL, Sep. 15, 2008 (Canada NewsWire via COMTEX News Network) --
Alphinat Inc. (TSX Venture: NPA) announces it has signed partnership agreements in France with Bull and Berger-Levrault for delivery of proofs of concepts to two ministries of the French government. Alphinat also announces a contract with the Hague Conference on International Private Law.

As part of its global marketing efforts Alphinat is pleased to be able to make these announcements regarding implementations with foreign client organizations allowing their clients "OneTime InTime" interaction.

3- Not too long ago, you have a director transferring millions of shares from his cash account to his RRSP account at this time of the year...I can only deduct it was to shelter the gains from taxes, thus gains are reasonably expected going forward.

4- Then one directors swallows about 400 000 shares(Ste-Marie)

5- Then we have a giant spurt in volume for about a week

6- Then, as soon as the blackout period is over for the quarterly, insiders swallow in excess of 800 000 shares(Page and Lemoine)

7- Right after that, Alphinat announces 3 major system integrators bid on the French government "citizen relationship management" tender, presenting Alphinat's solution...what does that tell you Bobwins?

If Alphinat requires funds to provide support for this initiative, either management or the large system integrators will be there. I can even see the winning integrator buy up Alphinat as a whole. Or taking a look at how fast the free float is being reduced, I wouldn't be surprised if the insiders privatize this company once success is secured.

P.S. and remember Bobwins, they mentioned prototypes in the works for Switzerland, they talked in the past about another provincial thrust, the canadian federal government, some US initiative, using their solution for healthcare, telcos and they have barely scratched the surface in terms of the Quebec government. Of course, all the above is simply opinion, but I think we are getting some interesting signs here...JMHO, do your own due diligence, always.
