Mr. Clinton never did pardon Mr. Pollard. Since Mr. Deutch's pardon, Mr. Tenet has formally revoked the former director's security clearances, officials added. Mr. Tenet had suspended the clearances in August 1999, after an investigation by the C.I.A's inspector general into Mr. Deutch's handling of classified material.
