OK Hannibull, i don't know how aware you are of US political machinations..
simply put? it now becomes an argument between Bush and Congress on who is actually cutting the funding...
the funding is right there for Bush to use, but he has to "do what Congress says" to get it...

Bush is cutting the funding. It's just whether the public will buy his argument about the timeline, and if he even cares what anyone thinks any more (which he doesn't).

Generally speaking I prefer Bush to Dick. But in this case I might be willing to put up with a year of Dick to get rid of the Bush.
How much more could he screw up without a huge backlash in his face? Hell, we all know he's the mastermind behind a lot of the ploys that have plagued the Bush presidency. Let's see him try to pull that off when he is sitting in the captains chair. Could be a two peach pie before it's all said and done.
