Governor of Minnesota Supports FlexTek Testing
Monday July 31, 2:54 pm ET

ST. PAUL, MN--(MARKET WIRE)--Jul 31, 2006 -- Minnesota Gov. Tim Pawlenty (R) asked the Environmental Protection Agency July 24 to consider using Minnesota as a test site for FlexTek E-85 fuel conversion kits.

Pawlenty's letter to EPA Administrator Stephen L. Johnson states that testing FlexTek could provide emissions benefits while also expanding the use of ethanol fuel. By increasing the number of cars using E85 FlexTek is likely to benefit Minnesota's economy, and Governor Pawlenty said he wants to offer tax breaks for low and moderate income families who want to convert their vehicles to run on ethanol. Both the University of Minnesota and Minnesota State University at Mankato (Minn.) have departments that study alternative fuel, and the state has the ability to perform research on tailpipe emissions from E-85-converted vehicles. Minnesota is offering these resources to the EPA.

The Governor's comments were broadcast in a July 21st CBS newscast about the FlexTek conversion. The newscast, which aired on WCCO in Minneapolis, can be viewed at http://wcco.com/local/local_story_202091258.html. In addition to the Governor, the news broadcast also featured Minnesota Congressman James Oberstar, the ranking Democrat on the House Transportation Committee. "We are the largest ethanol producer. We've lead the nation in the ethanol issue. It would be a logical next step to lead the country in conversion," said Congressman Oberstar, who has agreed to take the lead. Oberstar is arranging for state leaders to meet with Xcelplus to discuss the conversion technology and bring results to the EPA.

The FlexTek was also the subject of recent NBC and FOX network newscasts. According to Bill R. Smith, President of XcelPlus International, Inc. (Other OTC:XLPI.PK - News), "In addition to Governor Pawlenty and Congressman Oberstar, our lobyist has been in touch with the offices of Senator Thune of South Dakota and Senator Talent of Missouri. We are very excited at the political support and media attention our products are now getting as we pursue EPA certification and legislative action."

HUGE NEWS folks!! This technology is going to be huge once it catches on in the ethanol sector! Govt of Minnesota on board! This will run over next few weeks...

Get on board now!

I agree, they have already been in contact with Chrysler, and Hyundai just to name a couple. Amazing opportunity, and around 300 million outstanding. I think it is way undervalued.

XcelPlus Exceeds Revenue Goal for 2nd Quarter of 2006
XcelPlus International Inc. (PINKSHEETS: XLPI), a manufacturing and marketing company specializing in alternative fuel technologies, today announced 2nd quarter revenues for FY 2006.

Revenues for the 2nd quarter, which closed on June 30th, 2006, increased to $300K, a significant increase over revenues for the previous quarter. According to Mr. Kevin Whited, Sales Director for XcelPlus, the increase is due primarily to marketing efforts focused on the Flextek conversion kit. The Flextek is a kit that converts gasoline fueled vehicles into flex-fuel vehicles capable of running on E85 ethanol, gasoline, or any blend of the 2 fuels.

"We see these revenues as a very positive sign and we fully expect the positive results seen in our 2nd quarter to continue throughout our 3rd and 4th quarters," said Mr. Bill R. Smith, President of XcelPlus. "During our shareholder conference call we announced a 2nd quarter revenue goal of $250K. Exceeding that goal gives us confidence that we will meet or exceed our 3rd quarter goal of $1 million in revenue. Our print and radio advertising campaign has only just begun and we will be airing television broadcast commercials in the near future.

"We are also increasing our lobbying efforts, as public and political acceptance of E85 helps expand our markets. Just yesterday Governor George Pataki of New York signed legislation designed to make it easier for New York service station owners to offer E85 ethanol to their customers, and we fully expect other states to follow suit and make E85 readily available to consumers."

Governor Pataki signed Senate bill 8124/Assembly bill 11,868 into law at a service station owned by a dealer who expects to have an E85 pump installed before Thanksgiving. The signing of the New York bill comes just one week after Minnesota Gov. Tim Pawlenty's endorsement of the Flextek conversion system and E85 ethanol.

Take a few minutes and listen to the on line interview also... not like some of the other M N 1 interviews, this one actually was pretty good. This is one of my longs as a pink which is supposed to be a No No but what the hey it's only money!

no news is okay hannibull. A cycle of a trend. If you got in around .015 or above I would consider waiting and averaging if it goes lower like around .007. it could be a wait for testing results. you could always put the funds somewhere else that is moving. It could stay around this level for a while. But yes, I'm still in this. GL

news and also trying to bounce

XcelPlus International Inc. (PINKSHEETS: XLPI) is pleased to announce that it will be conducting a Flextek demonstration to U.S. and state congressmen in Washington, DC in early September 2006. The demonstration is expected to include the installation of a Flextek unit on the personal vehicle of at least one U.S. congressman.

According to XcelPlus President Mr. Bill R. Smith, "We are very excited about the national attention our products are getting. This high profile exposure will help us get out the word that it is no longer necessary to depend on the mid eastern oil supply."

The Flextek is a retrofit device that enables most modern vehicles to operate on E85 ethanol fuel as well as gasoline. XcelPlus International's strategic trading partner, XcelPlus Global Holdings Inc. (PINKSHEETS: XPGH) is currently planning to bring inexpensive cellulosic ethanol production to key U.S. locations. The company's business plan includes bringing inexpensive cellulosic ethanol to key urban areas to drive Flextek sales while the ability to burn ethanol fuels in any modern vehicle will ensure a large ethanol market.

Like to see all shares transfered over to XPGH at that PPS of 3.25. Now THAT would be cool.

If it is determined that investors have not been repaid accordingly, the Hearing Examiner will recommend that the Commission enter a judgment against Smith in the amount of
three hundred ten thousand dollars ($310,000) and against Xcelplus in the amount of four hundred thirty-two thousand five hundred dollars ($432,500), the amounts from the original
Settlement Order in this case. The amount of one hundred eighty-two dollars and nineteen cents ($182.19) was withheld from Smith's tax return, so anyjudgrnent against Smith would be
decreased by that amount.

reports will be due the 1st of each month. ------ Will they file a document showing the progress? If anyone gets contacted please post the method used. Thanks in advance.

individual licensed as an agent of the issuer in order to sell securities of Xcelplus or any other businesses the Defendants may start or become involved with.

(4) Smith agrees to a permanent injunction from participating in the securities industry in any capacity. --- Where will Bill go next? and because of this will xcel stay public under someone else?

(5) The Defendants will stipulate that they have not made the rescission payments pursuant to the original settlement agreement and agree that attendance by witnesses will be
unnecessary to establish that they received, accepted, or failed to receive the appropriate rescission amount from Smith or Xcelplus. _--- this is from the original recission imo.
