Dear SCTN Shareholder:

This letter is to update you on the Company's progress since our August shareholder letter. Smart Chip Technologies (SCTN) continues to make significant progress on all fronts, despite an extreme shortage of working capital.

SCTN is deploying our new customer retention management suite including Loyalty, Stored Value, and Gift Cards to contracted clients and we are on target to begin recurring revenue this quarter.

Administrative, Legal, and Finance

After achieving a major milestone with the submission of our filings to the SEC for 2002 and through September 30, 2003, we have prepared the material required to begin the audit for the remaining 10-K for 2003 and 10-Qs for the March 31, June 30, and are preparing the information for September 30, 2004 quarterly filings. We have been stalled in our efforts to begin the audit due to lack of funds. A significant sales contract that would have financed the audit is in progress but delayed. Additional funding is needed to begin the audit and become current in our SEC filings, so we can begin the move off of Pink Sheets and onto the OTC Bulletin Board. All remaining SEC filings will be submitted as soon as possible after audit commencement, to bring us current on SEC filings.

We continue to settle or eliminate old debts. The Board is in the process of eliminating and/or reducing the number of convertible notes, stock options, and outstanding contracts that are convertible to stock, in an effort to clean up the "stock overhang" created by financial instruments issued in the past.

Sales, Marketing, and Business Development

Our sales team continues to receive tremendous response to our strategy of making SCTN loyalty, stored value, and gift card products that work on any platform. Because of our system's platform-independence combined with unmatched program flexibility, SCTN has been contacted by many prospects awaiting product demonstrations, and many more are still engaged in licensing discussions.

Our current sales channel partners have begun the sales cycle with several major prospects throughout Asia, Europe, South Africa, and Australia. We expect these efforts to result in significant new business in 2005.

Product Development and Deployment
We have begun the implementation process for Collective POS to provide Loyalty and Gift Card programs to their merchant clients, including the resolution of security and telecommunications issues, and integrating our system with their existing business operations.

We are also deploying our system for Nishe Media, a client of our sales channel partner Retention Management Group (RMG). Originally, RMG intended to host the Loyalty Central(TM) system for Nishe and other clients, but we have recently revised the contract to host Loyalty Central(TM) ourselves. This will enable us to better service the end-user and will increase SCTN recurring revenues. Nishe will begin its rewards and gift card program on magnetic-stripe, and then migrate to using the smart chip in the card.

We anticipate hosting the pilots in-house, then moving the operation to a large co-hosting facility with which we are currently negotiating a business relationship.

Conclusion

We are focused on rolling out and supporting multiple product pilots, closing new and larger revenue contracts, adding sales channel partners worldwide, and completing the cleanup of the Corporation.

We continue to make substantial forward progress with little cash. As projected, operational expenses are increasing during the product deployment phase, however we are confident in our ability to continue as a viable entity to the point where revenues exceed required operating expense. Incremental investment and anticipated licensing revenues will sustain us until adequate revenues are generated.
Our goal is still to become cash flow neutral by mid-2005, and then profitable via recurring licensing and transaction revenues. Additional cash infusion at this point will greatly expedite patent expansion, defense, and profitability.

Very, Very nice guy...He came on the scene in 2002 with the company being run by some fortune 500 guys takin' huge saleries...got on the board...got rid of old CEO....downsized payroll..
have done everything necessary to get OFF THE PINKS!!!!
No plans for R/S... outstanding sharesare at 153,820,788 most restricted.....Float is between 20/40 mil....and he stressed that would be the high side numbers....doesn't believe it is quite that much....
Tried to get as much info as possible.
finishing up details with a hosting co....
This hosting company is "Enormous" and "World Wide"
Projections by "09" to be 95 mil....He said "With this company, we will do that THIS YEAR".
He also stated that "When" the hosting company see's the amount of money they have to pay Smart Chip...Mach see's a definate buy out.....and Smart chip will only settle for a premium price.

Lil, I've been doing DD on this one...everything looks positive. From what I see, investors are holding strong, waiting for news, which should come at the end of the month. Should be very interesting.

Spoke with Mach again the other day...The auditors had the paper work and money in hands for getting off the pinks.....
The volume today is picking up....Las Vegas show on the 15th of March GREAT EXPOSURE.....Will be trading off the pinks by end or March.....
Call him yourselves to confirm.....GONNA' BLAST OFF........
3 other contracts signed now bringing in a net of 60,000 to 70,000 a month and bringing the host company $20,000.
The host company is just waiting for trading off the pinks.....

float is between 30 and 40 million shares...

Now my whole thing is......Why would the host company want to settle for only $20,000. a month when they can have the whole thing....?

I'll check this out. WFTV also had extremely low volume, until they announced advancing off the pinks, and goimg onto OTCBB. Since then the volume has been in the millions with a much higher PPS to boot.

I was watching this when it was first brought up.... and then it jumped before I could get in... I was waiting and hoping it would retrace some so I could get in lower, but it does not look like it... I will wait til this afternoon and then jump on board... the charts look good... and like lil said, with the news of them getting off the pinks, it should fly!

A customer incentive system involving a plurality of service or merchandise providers comprises a customer-carried, portable device, a provider device, and a base device. To earn incentive credits, the customer enters into a transaction with one of the providers participating in the incentive system. A transaction amount is derived from the transaction and, based on this amount, an incentive credit amount is computed. The base device performs this computation by deriving an incentive code and cross-referencing this incentive code with all customer incentive codes stored on the customer-carried device and incentive program codes stored on the provider device to derive an incentive rate. I spoke with Mach about a week ago....He stated to me that the auditors have all of the funds and the paperwork is done to get off the pinks....The hold up is the time of year....JUST BUSY TAX TIME..they are coming off the pinks, should only be a few more weeks.
I'm ready and waiting...also news ( as I have posted above) about another big international company signing.....reaching over 35 counties I believe it was...

The one thing that I like is the RFID area.... this area is just blossoming and will really take off in the next few years..

The money savings alone for counting inventory and performing inventory control justifies the investment of RFID! Real time inventory control for stores like a wal-mart are critical for Just-In_time delivery of products!

I look at it this way. I got more at .055 Won't make me rich over night no.........but,
I know to buy low..... and that the chart is headed up, and the news is expected out in about 2 weeks. So to me.....TIME TO BUY AND LOAD UP NOW!
I'm willing to hold for the money I'm going to make when that news hits.
Selling a third at that news.....another third when the release the news of the host companies and holding the rest.

The Excitement is coming from The increase in PPS as well as the anticipation of the news.
