Need to find out why it is so low, then assess if it is an overeaction (panic sell-off) or a justified sell-off. If justified don't buy.

TA won't tell you. Have to determine the cause of sell off. Sometimes this is based on rumor, which you can't find out about, but the rumor proves true. Look at SCLD - had a sell off prior to the earnings report, which was based on rumor of a bad report, which proved later to be a true rumor. I, and many others, were not aware of this rumor, and simply thought SCLD was oversold. Now, with some panic sell off, SCLD is attractive.
