Depends on the reason and the circumstances, doesn't it.

If the P.E. coach is doing it to encourage the help of some 7th grader telling who he saw cheating in a game of horse, yes.

If it was a cop that tasered a guy running out the door of of a bank with one hand full of a Glock and the other full of 100 dollar bills he just got from the teller by threatening her with the Glock, maybe not.
